Director of Public Works /City Engineer SUBJECT: AWARD BID FOR ANNUAL PAVING REHABILITATION FY 04/05 PROJECT NO. 50173 SUMMARY OF REQUESTS: The proposed action will award a construction contract for the Annual Paving Rehabilitation FY 04/05, Project No. 50173 to the lowest responsible bidder, All American Asphalt in the amount of $923,238 and authorize the City Manager to execute the agreement. Staff is recommending City Council to authorize an additional three streets to the original scope of work. BACKGROUND: As part of the FY 04 -05 budget process, City Council approved the 2004 Pavement Management System. The system was also approved by the Orange County Transportation Authority (OCTA) as part of Measure M funding eligibility. On December 13, 2004, City Council approved and authorized staff to initiate the bidding process for the FY 2004 -05 Annual Paving Rehabilitation Project No. 50173. The work in Old Town consists of removing existing curbs and portions of the parkway and replacing with new curb & gutter and sod along the parkway area. The process also includes grinding the edges of the pavement, placing a leveling course, application of a rubberized chip seal, and then placing a layer of rubberized asphalt. Curb & gutter in College Park East and the Hill requiring replacement will also be reconstructed. As approved by City Council, sidewalk repairs are excluded from the scope of work for this project. The awarded Annual Rehabilitation FY 04/05 Project No. 50173 includes the following streets: OLD TOWN THE HILL 2 " Street (Ocean Ave to Central Ave) Crestview Ave (Avalon Dr to Catalina Ave) 3 Street (Ocean Ave to Central Ave) Agua PI ((Marlin Ave to Terminus) Central Way (1 Street to 4 Street) Marble Cove (Marlin Ave to Crystal Cove) Opal Cove (Marlin Ave to Crystal Cove) Crystal Cove Place (Crystal Cove to Terminus) COLLEGE PARK EAST Birchwood Ave (Aster St to Oleander St) Pansy Cir (Almond Ave to Terminus) Primrose Cir (Almond Ave. to Terminus) Rose Cir (Almond Ave. to Terminus) Almond Ave. (Oleander St. to Rose Cir) These local streets were next on the priority- ranking list in the Pavement Management System (PMS) as approved and adopted by City Council on June 14, 2004. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. Seven bids were received and opened by the City Clerk on Thursday, March 31, 2005 as listed below: 1 All American Asphalt $ 923,238.00 2 Sully Miller Contracting Company $ 958,091.00 3 Orion Contracting $ 1,016,562.50 4 Palp Inc DBA Excel Paving $ 1,028,592.00 5 Sequel Contractors $ 1,053,269.50 6 Bannaoun Engineering $ 1,104,445.00 7 Silvia Construction $ 1,116,997.50 Bids received were lower than expected costs. Staff is proposing to advance three streets from the FY 2005 -06 program. Additional streets will then be added to the FY 2005 -06 project based on the priority list on the approved Pavement Management System. The three additional streets are within twenty -five percent (25 %) of the original bid amount. The following streets will be added to the FY 2004 -05 Paving Rehabilitation Project: ❑ 4 Street: Ocean Ave to Marina Drive ❑ Carmel Avenue: Coastline Drive to Surf Place ❑ Surf Place: Catalina Avenue to End During the preparation of the next two -year program of service and submittal which is to be done in June 2006, staff will present to Council for approval the next update to the pavement management system which will determine next year's local paving projects as well as the overall priority ranking list. Staff will hire a specialty pavement management firm to evaluate the condition of the streets. These updates are done every two years since the condition of the streets and funding levels are not static. Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Upon the successful execution of the contract documents, the project is estimated to start in early May and completed in July. FISCAL IMPACT: Funds for construction, construction engineering and administrative cost in the amount of $150,000 are available in the 2004/2005 City's Capital Improvement Program from State Gas Tax and $1.16 million from the General Fund. Any remaining funds would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: It is recommended that the City Council award a construction contract for the Annual Paving Rehabilitation FY 04/05, Project No. 50173 to the lowest responsible bidder, All American Asphalt in the amount of $923,238.00 and authorize the City Manager to execute the agreement.
