Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: APPROVE TABLING OF PLANS AND SPECIFICATIONS FOR PACIFIC COAST HIGHWAY TRAIL, PROJECT No. 49991 SUMMARY OF REQUEST: The proposed City Council action will table the plans and specifications for the Pacific Coast Highway Trail, Project No. 49991. BACKGROUND: In 1998, the City competed for and won federal funding for a regional trail in Seal Beach which would provide connectivity from the San Gabriel River to Sunset Beach. In addition, the City received matching funds from the California State Department of Parks and Recreation, Orange County Transportation Measure M, and Orange County. The City was successful in constructing two of the three off -road segments on Seal Beach Blvd. and Marina Drive. The project included an off -road trail along the south side of Pacific Coast Highway which was to include the construction of new curb ramps, curb and gutter, two bridge widenings, asphalt trails and drainage facility improvements. Project design began in the 1999 requiring coordination with Caltrans because Pacific Coast Highway is owned by the State. Public information meetings were held and comments were received and included into the design. The project design was never fully completed and in June 2004, the federal funding for the project expired. However, despite years of effort, studies, designs, environmental reports and meeting with Caltrans, they will not approve the plans for the trail due to the proposed non - standard design features within the right -of -way. The physical constraints of the existing roadway and the Seal Beach Naval Weapons Station limit the area for construction. Staff recommends that the project be tabled at this time indefinitely until additional right of way can be secured from the Seal Beach Naval Weapons Station. OCTA's policy on cancellation of projects is that all funding be returned if a project is cancelled. However, with the special circumstances with this project, staff is proposing to request OCTA and Agenda Item X the Growth Management Area No. 6 to transfer a portion of the construction funds to cover the City's engineering costs and to return the remaining funding to OCTA. FISCAL IMPACT: Funding available within the City's Capital Improvement program budget for project number 49991 is $2,743,000 for all three segments. TEA 21 provides $843,000, State Parks and Recreation provides $640;000, Orange County provides $110,000. Measure M provides $200,000, OCTA CTFP fund provide $700,000 and CDBG provides $250,000. The Finance department has received funding from Caltrans, California State Parks and Recreation Department, OCTA, and Orange County as the previous segments were constructed. However, $152,297 of TEA 21 funding expired in June of 2004 and cannot be recovered. If OCTA does not accept the transfer of funds, the item will be brought back to City Council for further discussion.
