SUBJECT: APPROVE TABLING OF PLANS AND
SPECIFICATIONS FOR SEAL BEACH BLVD. AND
PACIFIC COAST HIGHWAY INTERSECTION
WIDENING, PROJECT No. 49758
SUMMARY OF REQUEST:
The proposed City Council action will table the plans and specifications for the Seal
Beach Blvd. and Pacific Coast Highway Intersection Widening, Project No. 49758.
BACKGROUND:
In 1997, the City competitively applied for and secured Orange County Transportation
Authority (OCTA) Measure M Funding to improve the intersection at Pacific Coast
Highway and Seal Beach Boulevard. Measure M Funding was allocated in FY 99/00
under the Intersection Improvement Program (IIP). The IIP program allocated a total
amount for construction of $563,360.00 with a required match of $140,850.00 from
Growth Management Area (GMA) No. 6 for a total of $704,210.00. Monies from this
program may only be used for these purposes.
The project included the widening of intersection Pacific Coast Highway (PCH) and Seal
Beach Blvd to three through lanes in both directions on PCH. In addition to the
construction of new curb ramps, curb and gutter, sidewalks, medians, and drainage
facilities, the existing traffic signal would also require reconstruction. However, no
additional turn lanes would be added.
Project design began in the spring of 2000 requiring coordination with Caltrans because
Pacific Coast Highway is owned by the State. Public information meetings were held and
comments were received and included into the design. The project design was completed
in January of 2003 and because of funding deadlines, the project was advertised and
awarded in June of 2004. Simultaneously, staff had applied for a Caltrans encroachment
permit. However, despite years of effort and meeting with Caltrans, they will not
approve the plans for the intersection widening due to the proposed non - standard design
features within the right -of -way. The physical constraints of the Seal Beach Naval
Weapons Station and residential property limit the area for construction.

Staff recommends that the project be tabled at this time indefinitely until additional right
of way can be secured from the Seal Beach Naval Weapons Station. OCTA's policy on
cancellation of projects is that all funding be returned if a project is cancelled. However,
with the special circumstances with this project, staff is proposing to request OCTA and
the Growth Management Area No. 6 to transfer a portion of the construction funds to
cover the City's engineering costs and to return the remaining funding to OCTA.
FISCAL IMPACT:
Funds are currently available within the City's approved 5 -year Capital Improvement
Program budget under project number 49758. Measure M Intersection Improvement
Project monies will provide $563,360. GMA #6 funds in the amount of $140,850 will
also be used for the project. The City will be requesting OCTA that 25% of the funds be
transferred from construction to engineering and the remainder of the funds returned to
OCTA. If OCTA does not accept the transfer of funds, the item will be brought back to
City Council for further discussion.
RECOMMENDATION:
It is recommended that City Council table the plans and specifications for the Seal Beach
Blvd. and Pacific Coast Highway Intersection Widening, Project No. 49758.
