Director of Public Works /City Engineer SUBJECT: RECEIVE AND FILE - WINTER SAND DIKE (BERM) SUMMARY OF REQUEST: Receive and file the removal of the winter sand dike. BACKGROUND: Historically, the residents along the beach between the Anaheim Jetties and the pier are subject to wave inundation during storms. This is lessened by the annual construction of the sand berm. The "berm" is routinely removed prior to the Easter Holiday except in cases where possible inclement weather and wave events would make it prudent to leave it in place for longer periods. On September 22, 2003, the City Council received and filed a report prepared by Moffat Nichol Engineers regarding the construction and removal of the annual winter sand dike. At it's meeting City Council directed staff to implement the following timeline: ❑ Start construction of the dike after November 1 with completion anticipated by mid November. o Remove the dike by March 31. ❑ During El Nino years, start construction of the dike so it is complete by November 1 and leave in place until mid April. The wet weather patterns and high rainfall amounts currently being experienced by Southern California suggests that the dike removal should be postponed at least a week. The last week of March contains tides that are over 5 -foot and the tides begin to drop the first week of April. The removal of the sand dike will most likely begin on Monday, April 4, 2005 and should take less than one week to remove. In the event of imminent storm or coastal wave events, removal may be postponed an additional week. Cattrac Construction, the City's on -call contractor, • Agenda Item ,E , ti will perform the berm removal and Moffatt Nichol Engineers will provide inspection and monitoring services. As reported in the September 22, 2003 City Council report, "It is important to note that any policy involving natural occurrences involve risk. Often elected officials have to set policy and protection based upon probability of occurrence, funding availability and geographic locale. This report analyzed the probability of tropical events and does make a recommendation that will be perceived as more favorable by the public. Note that the information analyzed is not exact and there always looms the occurrence of future events similar to September 1997. Staff has also received input from a small minority that they desire the additional protection. The current plan intends to strike a balance with community desires and protection from unpredictable natural events." FISCAL IMPACT: There are sufficient funds within the contract professional services budget of the Tidelands Beach/Pier Account. It is anticipated that the cost of the removal of the sand is approximately $25,000. RECOMMENDATION: Receive and file the removal of the winter sand dike.
