Ingram, Assistant to the City Manager • SUBJECT: SEAL BEACH COMMUNITY SWIMMING POOL (Miller) SUMMARY OF REQUEST: This report is provided in response to a request by Councilmember Miller regarding sending a letter to the Seal Beach Naval Weapons Station requesting the initiation of discussions regarding a potential lease of Naval Weapons Station land for use as a community swimming pool site. It is recommended that the City Council: 1. Approve the submission of a letter to the Seal Beach Naval Weapons Station requesting a meeting with Captain Auberry to discuss the possibility of locating the community pool at the Seal Beach Naval Weapons Station; and 2) Authorize the Mayor to sign the letter on behalf of the City Council; and 2. Discuss the formation of a Seal Beach Naval Weapons Station Community Swimming Pool Site Advisory Committee. BACKGROUND: The five -year 2010 -2014 Capital Improvement Program identifies the funding of a balance of $4,885,400 capital project for a new community swimming pool. At the January 26, 2009 Joint Meeting of the City Council and Recreation and Parks Commission, the Mayor directed the City Manager to proceed with the Recreation and Parks Commission recommendations to relocate the community swimming pool to the Marina Park site and look into what is needed to acquire the property, which is co -owned by Exxon /Mobil Corporation and Chevron. In July 2010, the City Manager met with representatives of the Exxon /Mobil Corporation to discuss the Marina Park property. The biggest challenge is Exxon Mobil's alignment with Chevron for the remediation up of any groundwater and /or soil contamination on the site and further environmental analysis. Agenda Item A Page 2 At the October 11, 2010 City Council meeting, the City Council directed the City Manager to prepare a letter for the Mayor's signature to the Seal Beach Naval Weapons Station requesting a meeting with Captain Auberry to discuss the possibility of locating the community pool at the Seal Beach Naval Weapons Station (Attachment A). Additionally, at the October 11, 2010 Redevelopment Agency meeting, the Redevelopment Agency approved a Professional Services Agreement with Carrier Johnson + Culture for the development and submission of a Proposition 84 Statewide Park and Revitalization Grant application to fund acquisition of the Exxon /Mobile property adjacent to Marina Park to be used for a future community pool site. Commanding Officer Auberry has indicated the Seal Beach Naval Weapons Station would be open to a dialogue process; however that process would fall under the regional level of command jurisdiction of the Department of the Navy. Commanding Officer Auberry further indicated that if in fact the City Council took an action to send a letter to the Seal Beach Naval Weapons Station requesting the possibility of discussing the lease of Naval Weapons Station land, the letter would need to include proposed site plans, scope of project, and project incentives to the Department of the Navy with regard to force protection and the mitigation of risk concerns. Those items are addressed in the Seal Beach Naval Weapons Station Pool Proposal that was submitted by Councilmember Miller (Attachment B). Councilmember Miller is also requesting that the City Council consider the formation of a Seal Beach Naval Weapons Station Community Swimming Pool Site Advisory Committee. FISCAL IMPACT: There are no fiscal impacts associated with this item. Sloan Mayor attachment: Seal Beach Naval Weapons Station Pool Proposal Seal Beach Naval Weapons Station Pool Proposal Proposed site plan: • Area between the Seal Beach Naval Weapons Station (SBNWS) credit union and the WWII Submarine Memorial; from Seal Beach Blvd. east toward the first road that runs parallel to Seal Beach Blvd. Area would be leased for 30 to 50 years. Should the SBNWS close or be BRACed, the land lease agreement with the military would contain a clause that the swimming pool and parking lot leased land would be sold to the City of Seal Beach for a cost of $1.00. Scope of the project: The City of Seal Beach would construct a community swimming pool and a parking lot on the site with an acreage requirement of 3 to 4 acres (see attached pool drawing). The proposed site is adjacent to Seal Beach Blvd and would have immediate access to Seal Beach Blvd. at the existing Adolfo Lopez Drive traffic light. Project incentives regarding force protection & mitigation of risk concerns: This project would present no security risks to the SBNWS or to its operations: No driving onto the base to access the pool; access only on Seal Beach Blvd. No access to the SBNWS from the site. Area would be completely secured by a chain link fence, and if necessary, with concertina or barbwire on top. Swimming pool would be across the street from the Seal Beach Police Department, which would provide immediate security. Incentive: Set aside time and /or free or reduced program charges for the SBNWS military pool use.
