PRO901 SUMMARY OF REQUEST: The City Council is asked to reject all bids for the Eisenhower Park Restrooms Remodel Project No. PRO901 and authorize to re- advertise the project for bids. BACKGROUND: At the August 9, 2010 City Council Meeting, Council approved plans and specifications to solicit for bids. The project consists of remodeling the existing restrooms at the park, under the pier, to include the replacement of entrance doors and frames, upgrading the ventilation system, and the removal and replacement of plumbing valves and fixtures and other appurtenances. On October 7, 2010, the City Clerk's office received four bids with the following results: RANK I CONTRACTOR I BASE BID OPTIONAL BID TOTAL BID 1 _ A.J. The average price for the remaining bidders is $91,149, which is $37,999 (71%) higher than the lowest bidder. This project is being funded through grant funds in totaling $85,554. The plans will be modified to reduce the amount of work and bring the cost down to within the allocated budget. Agenda Item 0 Page 2 This project will be revised to bring the cost below the grant allocation prior to re- advertising for bids. The grant has a requirement that the funds be spent by March of 2011. ENVIRONMENTAL IMPACT: This project complies with all requirements of the California Environmental Quality Act and is found to be Categorically Exempt under Section 15301 (C). FINANCIAL IMPACT: This project is funded through 2002 Resources Bond Act Block Grants. The City has $85,554.00 granted to cover the cost of design, construction and inspection and there is no City match requirement. The cost for design is $17,900 which leaves $6 for construction and inspection. City Council approved a budget amendment on November 9, 2009 to cover the upfront costs for this project. The funds are sufficient to complete this project. RECOMMENDATION: It is recommended City Council reject all bids for the Eisenhower Park Restrooms Remodel Project No. PRO901 and authorize to re- advertise the project for future bidding.
