A RESOLUTION OF THE SEAL B CH CITY COUNCIL
CREATING A MAIN STREET SPECIFIC PLAN UPDATE
ADVISORY COMMITTEE
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE THAT:
Section 1 . The City Council of the City of Seal Beach does hereby create an
advisory committee to be known as the Main Street Specific Plan Update
Advisory Committee.
Section 2 . The Main Street Specific Plan Update Advisory Committee shall
consist of nine (9) voting members. Five members shall be appointed by the City
Council and four members shall be recommended by the Chamber of Commerce
and ratified by the City Council. The members of the committee shall have
particular skills, background, and knowledge of Main Street issues.
Section 3 . The Director of Development Services, or his designee, will serve
as staff support to the Main Street Specific Plan Update Advisory Committee;
however, no voting privileges will be given.
Section 4 . The Main Street Specific Plan Update Advisory Committee shall be
charged by the City Council with:
a. determining if the City should establish standards regarding the mix
of uses within the MSSP;
b. determining if the City should establish standards for new alcohol
licenses within the MSSP;
C. determining appropriate standards for A -frame signs and outdoor
displays within the MSSP;
d. reviewing the Main Street parking standards and the in -lieu fee
program.
Section 5 . The Main Street Specific Plan Update Advisory Committee shall
select from its membership a person to chair its meeting and a person to record
its action. All actions by the Committee shall be taken by majority vote of the
nine (9) voting members. The Committee shall abide by the California
Government Code and Seal Beach Charter and City Code relative to open public
meetings and conflict of interest regulations. Copies of the minutes of each
meeting and of any written reports or correspondence of the Committee shall be
filed with the City Clerk.
Section 6 . The term of the Main Street Specific Plan Update Advisory
Committee shall expire as of December 31, 2011, unless extended by the City
Council.
