The Redevelopment Agency of the City of Seal Beach was called to order at 11:09 p.m.
by Chairman Shanks.

ORAL COMMUNICATIONS
Chairman Shanks declared Oral Communications to be open. Speakers: Carla Watson,
Catalina Avenue, stated that the Recreation and Parks Commission reviewed the sites
for a community pool and at the time recommended the Marina Park site (Exxon Mobil);
the Commission should be given time to study the new proposed site at the Naval
Weapons Station; Eldon Alexander, 8th Street, commented that the City should build a
new community pool on land that they own or maybe a long term lease with the US
Navy. There were no other speakers - Chairman Shanks declared Oral
Communications closed.

Antos moved, second by Levitt, to approve the minutes of January 11, 2010.

ITEM "2" / RESOLUTION NO. 10 -01 / PREPARE PROPOSITION 84 GRANT
APPLICATION / CARRIER JOHNSON + CULTURE / $86,000
Director of Public Works gave a brief background report regarding the ballot measure
that authorizes the grant funding and stated that the grant application is to fund (up to $5
million - no matching funds - only RDA area) the acquisition of the property on the 4.3
acre property located at 151 Marina Drive in Seal Beach to be used for a future park site
- in the grant process there will be 6 community meetings to determine the scope of the
project - Mark Loxson, consultant, was present to answer any questions that the Board
may have. Agency member comments: why the need for a consultant at this time;
concerned about the possibility of contaminated soil; the grant process is complex and
needs an expert to process the application; need to be prepared when the State is ready
to release the funds; the cost of consultant is coming from RDA funds; the type and size
of pool will be determined through the community meetings (input can be citywide);
should not have a preconceived notion about the size and type of pool that will be built.
Shanks moved, second by Sloan to adopt Resolution No. 10 -01 entitle "A RESOLUTION
OF THE SEAL BEACH REDEVELOPMENT AGENCY APPROVING A PROFESSIONAL
SERVICES AGREEMENT WITH CARRIER JOHNSON + CULTURE FOR
AUTHORIZATION TO PROCEED WITH PREPARATION FOR PROPOSITION 84
GRANT APPLICATION ".

NOES: Antos Motion carried
ADJOURNMENT
With no objection it was the order of the Chair to adjourn the Redevelopment Agency
meeting at 11:37 p.m. Mayor Sloan reconvened the City Council meeting.
