CRANDALL, CITY OF FOUNTAIN VALLEY, FOR
THE 2 SUPERVISORIAL DISTRICT ORANGE
COUNTY TRANSPORTATION AUTHORITY
BOARD MEMBER POSITION (Sloan)
SUMMARY OF REQUEST:
This report is provided in response to a request by Mayor Sloan regarding a call
for support of Mayor Larry R. Crandall, City of Fountain Valley, as a candidate for
the 2 " Supervisorial District Board Member to the Orange County Transportation
Authority. It is recommended that the City Council:
1. Approve Mayor Sloan or his designated alternate to vote representing the
City of Seal Beach "One City /One Vote" for Mayor Larry R. Crandall, City
of Fountain Valley, for the 2 "d Supervisorial District Board Member to the
Orange County Transportation Authority.
BACKGROUND:
The Orange County Transportation Authority's (OCTA) Board of Directors
consists of 18 members; 10 of these 18 members are appointed by the Orange
County City Selection Committee. Five of these members are from each of the 5
supervisorial districts and appointed on a population weighted vote. The other 5
members are also from each of the 5 supervisorial districts but are appointed on
a "One City /One Vote" basis.
For the 2 Supervisorial District, an opportunity is available for a Mayor /Council
Member to serve on the OCTA Board of Directors, to be appointed on a "One
City /One Vote" basis. This appointment is for a term of two years, and will begin
January 2011 and expire December 2012. This seat is currently held by Allan
Mansoor, Mayor, City of Costa Mesa.

Included in your October 29 Council packet was a letter from Mayor Larry R.
Crandall, City of Fountain Valley, seeking the City Council's support for the 2nd
Supervisorial District seat on the OCTA. As indicated in the letter, attached to
this staff report as Attachment A, Mayor Crandall has served as the Fountain
Valley representative on the OCTA 405 Major Investment Study (MIS) /Policy
Working Group, the OCTA Central Corridor MIS Policy Advisory Committee and
the OCTA Inter - jurisdictional Planning Forum (GMA 2 and GMA 6). Mayor
Crandall was also involved with the Measure M Super Committee and the Go
Local Program. He is currently serving as the Chairman of the Orange County
Sanitation District Board of Directors, and has served on the Board since 2005.
The 2 Supervisorial District includes the cities of La Palma, Cypress, Los
Alamitos, Stanton, Fountain Valley, Huntington Beach, Costa Mesa, Newport
Beach, and Seal Beach. For a candidate to secure a "One City /One Vote" seat
on the OCTA Board of Directors, a vote constituting a majority of cities within the
seat's corresponding supervisorial district (District 2), is required. In that regard,
Mayor Sloan, or his designated alternate, is allowed one vote for this particular
seat. The voting and subsequent appointments will occur on Thursday,
November 11 at the Orange County City Selection Committee meeting
beginning at 5:00 p.m. at the Costa Mesa Hilton, 3050 Bristol Street, Costa
Mesa.
FISCAL IMPACT:
There is no financial impact associated with this agenda item.
RECOMMENDATION:
This report is provided in response to a request by Mayor Sloan regarding a call
for support of Mayor Larry R. Crandall, City of Fountain Valley, as a candidate for
the 2 Supervisorial District Board Member to the Orange County Transportation
Authority. It is recommended that the City Council:
1. Approve Mayor Sloan or his designated alternate to vote representing the
City of Seal Beach "One City /One Vote" for Mayor Larry R. Crandall, City
of Fountain Valley, for the 2 Supervisorial District Board Member to the
Orange County Transportation Authority.

SUBJECT: MAYOR LARRY R. CRANDALL, CITY OF FOUNTAIN VALLEY, REQUESTS YOUR
SUPPORT AS THE 2 DISTRICT BOARD MEMBER TO THE ORANGE
COUNTY TRANSPORTATION AUTHORITY (OCTA)
Dear Mayor Sloan and City Council Members:
I am seeking your support for the 2 Supervisorial District Board Member position to the OCTA. I believe my
experience and leadership skills will allow me to help address critical transportation issues facing Orange
County residents.
I have served as the Fountain Valley representative on the Orange County Transportation Authority (OCTA)
405 Major Investment Study (MIS) /Policy Working Group, the OCTA Central Corridor MIS Policy Advisory
Committee and the OCTA Inter jurisdictional Planning Forum (GMA 2 and GMA 6). Among other assignments,
I was also involved with the Measure M Super Committee and the Go Local Program, which helped to provide
me with a broad understanding of regional transportation issues.
I am presently serving the Fountain Valley citizens as Mayor and Chairman of the Orange County Sanitation
District (OCSD) Board of Directors. I have served on the OCSD Board since 2005, and prior to serving as Vice
Chair, I was a member of the Planning, Design and Construction Committee and Chair of the Operations
Committee (2007 - 2008). Since 2005, I have also represented the OCSD as the Vice -Chair of the Groundwater
Replenishment System Steering Committee.
Realizing OCTA is a complex agency with multiple responsibilities, decisions have substantial impact on all
Orange County cities. Finding realistic and long -term solutions to transportation needs in Orange County is
one of my major concerns as an elected official. Our challenges for the future include planning for growth and
congestion and anticipating transportation alternatives.
