HomeMy WebLinkAboutCC AG PKT 2010-11-08 #E AGENDA STAFF REPORT DATE: November 8, 2010 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Mark Persico, AICP, Director of Development Services SUBJECT: ADOPTION OF A RESOLUTION SUPPORTING THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMNETS (SCAG) ECONOMIC GROWTH STRATEGY THROUGHT ADOPTION OF "BUSINESS FRIENDLY PRINCIPLES" SUMMARY OF REQUEST: Adoption of Resolution No. 6079 in support of the Southern California Association of Governments (SCAG) efforts to develop an Economic Growth Strategy and Business Friendly Principles. BACKGROUND AND FACTS: California is currently in a prolonged economic downturn that has fundamentally altered the economy. SCAG is the regional metropolitan planning organization charged with improving regional decision making on key plans and policies. The agency is undertaking an economic growth strategy with two phases: data gathering and plan development. SCAG has asked member agencies to adopt a resolution supporting its efforts to develop a coordinated strategy through the adoption of "Business Friendly Principles." There are four principles as follows: • Economic Development as a Priority • Business Partnership • Business Responsive Processes • Attractiveness to Business Investment FINANCIAL IMPACT: There are no fiscal impacts associated with adoption of this resolution. Resolution supporting "Business Friendly Principles" ATTACHMENT "A" RESOLUTION NO. 6079 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL SUPPORTING THE "BUSINESS FRIENDLY PRINCIPLES" AS PART OF THE SOUTHERN CALIFORNIA ECONOMIC GROWTH STRATEGY BEING DEVELOPED BY SCAG • RESOLUTION NUMBER 6079 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL SUPPORTING THE "BUSINESS FRIENDLY PRINCIPLES" AS PART OF THE SOUTHERN CALIFORNIA ECONOMIC GROWTH STRATEGY BEING DEVELOPED BY THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE, FIND, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. Seal Beach is a member of the Southern California Association of Govemments (SCAG) which is currently undertaking development of a Southern Califomia Economic Growth Strategy. Section 2. Seal Beach supports working with SCAG and other key economic stakeholders to improve the Southem California economy; Section 3. Seal Beach is a business friendly City with policies and practices in . place to encourage economic growth within our community; Section 4. Seal Beach supports the following "Business Friendly Principles" as part of SCAG's development of a Southern California Economic Growth Strategy: • Principle One — Economic Development as a Priority Seal Beach strives to demonstrate commitment to economic development as a priority. • Principle Two - Business Partnership Seal Beach strives to provide quality municipal services to attract and retain businesses and employees. • Principle Three - Business Responsive Processes Seal Beach strives to communicate effectively with businesses including processes to increase its responsiveness to businesses that are seeking or doing business within its jurisdiction (commitments include responding to business inquires within an established time period and offering an expedited permitting process for new businesses). • Principle Four — Attractiveness to Business Investment Seal Beach strives to streamline operations for efficient and responsive business assistance in areas of licensing, permitting, inspections and other municipal services and will seek to improve its attractiveness to new and existing businesses within our jurisdiction. Section 5. The City Council authorizes staff to submit a copy of this resolution to the Southern California Association of Governments before the Regional Economic Summit scheduled for December 2, 2010.
