SUBJECT: ADOPTION OF MEASURE M2 LOCAL SIGNAL
SYNCHRONIZATION PLAN
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6082 adopting the
Measure M2 Local Signal Synchronization Plan for the City of Seal Beach.
BACKGROUND:
Funds identified as measure M "turnback" funds are used on local and regional
transportation improvement and maintenance projects. Other Measure M funds,
for transportation related projects are made available through several competitive
programs, such as the Combined Transportation Funding program (CTFP).
To be eligible to receive Measure M2 "turnback" and CTFP funds, the Local
Transportation Authority (LTA) must find that the City has satisfied specific
requirements as established by the LTA. The Board of Supervisors of Orange
County has designated the Orange County Transit Authority (OCTA) as the Local
transportation Authority. A requirement of Measure M2 is the adoption of a Local
Signal Synchronization Plan (LSSP) by the City before December 31, 2010.
The City must submit to OCTA a resolution stating that the City's LSSP is in
conformance with the requirements of the Regional Traffic Signal
Synchronization Master Plan. Upon OCTA approval of the LSSP, it will be
brought before the Council for consideration of adoption. The LSSP is currently
being finalized and is available for review at the Public Works Department.
FINANCIAL IMPACT:
Eligibility for Measure M funding will allow the City of Seal Beach to continue to
receive Measure M Turnback funds and Gas Tax revenue funds. Last year, the
City received $262,000 for Measure M Turnback and $425,000 for Gas Tax.

Additionally, the City of Seal Beach remains eligible to receive funding for the
numerous competitive grants secured within Measure M2. The City has
budgeted for $350,000 in Measure M Turnback and $426,000 for Gas Tax in FY
2010/2011.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 6082 adopting the
Measure M2 Local Signal Synchronization Plan for the City of Seal Beach.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ADOPTING THE OBLIGATIONS OF MEASURE M2 LOCAL
SIGNAL SYNCHRONIZATION PLAN FOR THE CITY OF SEAL
BEACH
WHEREAS, the Regional Traffic Signal Synchronization Program targets over
200 signalized intersections across Orange County to maintain traffic signal
synchronization, improve traffic flow, and reduce congestion across jurisdictions;
and
WHEREAS, the Orange County Transportation Authority has developed the
Regional Traffic Signal Synchronization Master Plan to identify traffic signal
synchronization street routes and traffic signals within and across jurisdictional
boundaries, and defines the means of implementing the Regional Traffic Signal
Synchronization Program; and
WHEREAS, the Regional Traffic Signal Synchronization Program requires that
local agency's adopt a Local Signal Synchronization Plan consistent with the
Regional Traffic Signal Synchronization Master Plan as a key component of local
agencies' efforts to synchronizing traffic signals across local agencies'
boundaries; and
WHEREAS, the Local Signal Synchronization Plan must be adopted by
December 31, 2010 to be eligible to receive Net Revenues as part of Measure
M2 and thereafter updated every three years starting June 30, 2014.
NOW, THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The Local Signal Synchronization Plan includes goals that are
consistent to those outlined as part of the Regional Signal
Synchronization master Plan, including signal synchronization
across jurisdictions.
Section 2. The Local Signal Synchronization Plan identifies traffic signal
synchronization street routes, including all elements of the Regional
Signal Synchronization Network located within the City.
Section 3. The Local Signal Synchronization Plan includes the traffic signal
inventory for all traffic signal synchronization street routes.
Section 4. The Local Signal Synchronization Plan includes a three -year plan
showing capital, operations, and maintenance of signal
synchronization along the traffic signal synchronization street
routes and traffic signals.
