I ROLL CALL Present: Mayor Clift Councilmembers Grgas, Hunt, Risner, Wilson Absent: None Also present: Mr. Nelson, City Manager Mr. Stepanicich, City Attorney Mr. Joseph, Assistant City Manager Mr. Knight, Director of Development Services Mrs. Yeo, City Clerk WAIVER OF FULL READING Risner moved, second by Wilson, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. Councilmember Risner requested that the word "state" be deleted from the fourth paragraph of the Resolution. Grgas moved, second by Clift, to adopt Resolution Number 3681 as amended. D. Support the adoption of Senate Bill 1337 (Bergeson) that would provide authority for a city to prohibit or restrict riding or propelling skateboards on highways and sidewalks in addition to the present authority applicable to roadways. AYES: Clift, Grgas, Hunt, Risner, Wilson NOES: None Motion carried ZOETER UPDATE The City Manager reported that staff is continuing discussions with potential developers that would enable the I City to possibly acquire Parcel A of the Zoeter property. CITY COUNCIL ITEMS Councilmember Risner reported she recently learned that the the County of Orange will waive the trash disposal gate fees for cities, upon application, during the period that programs such as the "Clean-Up Week" in Seal Beach is in progress, suggesting that the staff investigate same. ORAL COMMUNICATIONS Mayor Clift declared Oral Communications open. Mr. Larry Peters, 211 Ocean Avenue, presented photographs and spoke regarding the cutting of eucalyptus trees in the area of the golf course along Seal Beach Boulevard, and requested that the trees be required to be retained due to their age, historic and archaeological significance. Mr. Peters also spoke of a State requirement that cities prepare a preservation plan for open space, referring to Section 65 of the Government Code. Mr. Bruce Stark, 204 Ocean Avenue, asked for assurance that an action would be taken to stop the Bixby Ranch Company from cutting the eucalyptus trees along Seal Beach Boulevard, which he stated were located on quasi-public land, and alleged that the proposal to relocate Lampson Avenue to intersect with St. Cloud Drive is going forward as evidenced by surveyor marks along Seal Beach I Boulevard and the cutting of the trees. Mayor Clift advised that the curb markings referred to also exist on St. Cloud and in no way relate to street relocation. With regard to Lampson Avenue, Mayor Clift noted the publication of a map in the News Enterprise paper which erroneously reported a proposal to relocate Lampson near the boundary of Los Alamitos and Seal Beach, through the golf course and intersecting St. Cloud Drive, and explained that the relocation being referred to has not nor would not be an 4-6-B7 I acceptable consideration. Mr. Clift referred to meetings he had called to receive input and discuss matters of specific interest to residents of College Park East, and at one meeting in particular those attending asked for assurance from the Bixby Company that the property located on the northerly side of Lampson would remain undeveloped and continue as open space and parkland, the site of the existing golf course, and in return for such assurance a concept was suggested that the property on the southerly side of Lampson, adjacent to the freeway, could possibly be considered for future development if determined to be compatible with air operations. He noted that an idea was also expressed with regard to traffic, that a minor relocation of the last three hundred five yards of Lampson Avenue to St. Cloud Drive may be a worthwhile consideration which could potentially serve to mitigate traffic problems and possibly result in eliminating one of the four traffic signals that currently exist on approximately one half mile of roadway in that area, that signal presently located at Lampson and Seal Beach BOUlevard, and further, provide a safer access to the Rossmoor Center. He noted also that the conceptual relocation would be inside the eucalyptus grove. Mayor Clift advised that any relocation of Lampson would require an extensive traffic study as well as an environmental impact report before being implemented, also that such relocation would not result in any additional developable land. He explained that the Bixby Company was also advised that if and when any development is proposed, an additional southbound and northbound lane on Seal Beach Boulevard would be a consideration of the overall plan for the area. Members of the Council emphasized that no plan has been submitted to the City for realignment of Lampson Avenue nor for future development of Bixby's property. It was also pointed out that the Council has requested the staff to prepare an ordinance that would provide a means to preserve windrows and trees that are of a historical significance. Mr. Stark voiced his feelings regarding the Mola proposal for development of the Hellman property which would eliminate the Gum Grove Park, referred to a news article which quoted the possibility of the need to reduce conditions for development of the Department of Water and Power property, and charged that there is a lack of candor on the part of the Council with regard to informing the community of their actions. With regard to the news article relating to the DWP property, the City Manager stated he had responded directly to a question posed by the reporter which, if printed as a direct quote, provided advance notice to the public that a developer could approach the City with a development proposal and request modification of the existing conditions on that property. Discussion continued. Barbara Rountree, 316 - 13th Street, recalled that Hilton had previously made a proposal for a hotel development on the DWP property and stated her feeling that a hotel could be built on the site within the 30/70 percent condition. She reported that the Historical Society is in possession of photographs of Anaheim landing prior to 1910 which shows the Gum Grove area, and that it is presumed the windrow along Seal Beach Boulevard was planted within the same time period. She stated that the Society supports preservation of these trees if possible. There were no other communications~ Mayor Clift declared Oral Communications closed.
