HomeMy WebLinkAboutCC AG PKT 2005-02-14 #O ff - 9 AGENDA REPORT DATE: February 14, 2005 TO: Honorable Mayor and City Council THRU: John Bahorski, City Manager FROM: Michael Sellers, Police Chief Kasama Lee, Human Resources Analyst SUBJECT: Amendment to Position Classification Plan/Salary SUMMARY OF REQUEST: To amend the Position Classification Plan to include the job description of Community Services Officer I /lI and to establish a salary range for the Community Services Officer I /II position. BACKGROUND A Police Study was conducted by Organizational Effectiveness Consulting in May of 2004. The following recommendations were made with regards to the Community Services Officer positions: 1. "Assign civilian Community Services Officers to Patrol. Two CSOs will assist Patrol in response to CFS. They can handle a number of low priority calls, and relieve , sworn personnel to focus on higher priority duties including directed patrol and community policing." 2. "Retain parking enforcement services under the management of the Police Department. Assign a CSO to supervise the unit and staff it with four FTE (eight part-time) parking enforcement officers (police aides)." 3. "Second, once the CSOs for patrol are hired, it may be prudent to temporarily assign one to investigations. One detective is presently on LTL. A CSO can serve as investigative assistant to the detectives and coordinate the volunteers and seniors crime prevention activities. When the third detective slot is filed, the CSO can then move to patrol." As Staff prepared to revise the current job description to reflect the new duties for the Community Services Officer, another recommendation from the police study was noted: "Fourth, as the Department fills the vacant and recommended additional civilian positions, the City may wish to consider creating a single employee class with four to five levels. All civilian employees could fit within this class. It would create a potential Agenda Item 0 . career advancement opportunities, as well as facilitate the flexible use of resources." Staff felt that at this time, it would be best to create the single classification and include two levels. The first level would include the current Records Technicians and the second level would include the current Community Services Officer (with the additional duties). The attached job description outlines the duties and responsibilities of the proposed Community Services Officer I /II position, as determined to be appropriate by the Police Chief. At their meeting of January 6, 2005, the Civil Service Board reviewed the job description and recommended Council include the Community Services Officer I /II position in the Position Classification Plan. FISCAL IMPACT: The current Records Technicians would be retitled to Community Services Officer I. This is a title change only and there is no fiscal impact associated with this change. The salary range for the Community Services Officer II level will be set at 30B (Step A $2813 - Step E $3420). Staff is recommending a.5% increase to the current classification as the revised Community Services Officer II position would require additional responsibilities including investigating certain crimes, testifying in court, report writing, court liaison duties, supervising, training and evaluating employees. These new duties will require extensive training and additional skill sets in investigation techniques, report writing and supervision. Approximate impact of providing a 5% to this position is $10,896 per year. RECOMMENDATION: That Council approve Resolution Number , adding the position of Community Services Officer I /II to the City's Position Classification Plan and establishing a salary range for the Community Services Officer II position.
