SUBJECT: AUTHORIZE APPLICATION FOR RUBBERIZED
ASPHALT CONCRETE GRANT
SUMMARY OF REQUEST:
The proposed City Council action will approve the attached resolution, authorizing the
submission of the grant application for grant funds for the Rubberized Asphalt Concrete
Grant Program under the California Integrated Waste Management Board, Senate Bill
1346.
BACKGROUND:
On December 13, 2004, City Council approved the plans and specifications, and
authorized Staff to initiate the bidding process for the Annual Paving Rehabilitation
Program, Fiscal Year 2004/2005, Project No. 50173. The specifications for the Paving
Rehabilitation Program include the utilization of crumb rubber in the asphalt mix design.
California Integrated Waste Management Board (CIWMB) offers a Rubberized Asphalt
Concrete (RAC) Grant Program to encourage the reduction of landfill disposal and
stockpiling of California waste tires. The Grant Program reimburses applicants at a rate
of $2.50 per ton of RAC used in the project. The City qualifies for this grant and is
requesting grant funds from CIWMB in the amount of $12,000.
FISCAL IMPACT:
Staff is requesting a $12,000 grant to partially fund the Annual Paving Rehabilitation
Project. There is no fiscal impact on City's General fund.
RECOMMENDATION:
It is recommended that City Council approve the attached resolution authorizing the
submission of the grant application for grant funds for the Rubberized Asphalt Concrete
Grant Program under the California Integrated Waste Management Board, Senate Bill
1346.
