Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: RESOLUTION FOR THE OCTA COMBINED TRANSPORTATION FUNDING PROGRAM SUMMARY OF REQUEST: The proposed City Council action will approve the attached resolution as required for the submittal of improvement projects to the Orange County Transportation Authority (OCTA) for funding under the Measure M Combined Transportation Funding Program (CTFP). BACKGROUND: On November 8, 2004, OCTA issued a call for projects for the Measure M Combined Transportation Funding Program (CTFP) and were due January 24, 2005 at 5 p.m. Applications will be reviewed by OCTA staff, the Technical Advisory Committee and final approval with the OCTA Board of Directors. As part of the process, OCTA requires the City to pass a resolution approving the submittal of improvement projects to OCTA for funding under this Measure M program. Under program criteria, Staff developed and applied for three separate eligible projects. In the past, Staff has been successful in securing funding for several roadway and signal improvements on Seal Beach Blvd, I -405 approaches, Lampson Avenue, and Marina Drive Trail and Bridge. As identified in the Measure M eligibility package approved by City Council on June 28, 2004, the following projects were applied for: The first project applied for is within the Arterial & Highway Rehabilitation Program. As identified in the Council approved 2004 Pavement Management Plan, Seal Beach Blvd from St. Cloud to the north City limit is the next arterial segment to be paved. The application applied for the maximum amount of funding of $400,000 to be matched with the existing budget identified in the 5 -year Capital Improvement Program. The program requires a 50% match. The second project applied for is within the Signal Improvement Project Program. In 2003, Staff secured a grant from the OCTA Growth Management Area to design a fiber optic signal interconnect on Seal Beach Blvd. between the Lampson Avenue and the north City limits. Staff and the Councilmember Ybaben were successful in securing funding in the amount of $70,000 Agenda Item 0 for the construction of this project at the recent GMA No. 2 Elected Officials Meeting. This funding will be used as the required 20% match for the project. The third project applied for is also within the Signal Improvement Project Program. Lampson Avenue is in need of upgraded signal controllers and replacement is eligible under this program. Staff and Councilmember Ybaben were successful in securing funding in the amount of $33,750 for the construction of this project at the recent GMA No. 2 Elected Officials Meeting. This funding will be used as the required 20% match for the project. FISCAL IMPACT: There is no General Fund fiscal impact associated with this action. However, grant funds received will require future Council approval for inclusion into the 5 -year Capital Improvement Program. RECOMMENDATION: It is recommended that City Council approve the attached resolution as required for the submittal of improvement projects to the Orange County Transportation Authority (OCTA) for funding under the Measure M Combined Transportation Funding Program (CTFP).
