SUBJECT: ACCEPTANCE OF THE MARINA DRIVE REGIONAL . •
TRAIL PROJECT NO. 49991
SUMMARY OF REQUESTS:
The proposed City Council action will formally accept the completion of the construction
for the Marina Drive Regional Trail Project.
BACKGROUND:
Marina Drive Regional Trail is the second segment of the Seal Beach Regional Trail
system. This segment, which is located along Marina Drive from 1 Street to 6 111 Street,
will complete the last leg of the regional trail that starts from Seal Beach Boulevard and
ends at San Gabriel River. The project converted the existing four -lane roadway - into two
lanes, matching the proposed cross section at the Marina Drive Bridge and provides a 12-
foot meandering trail along the northerly side of Marina Drive. A paved trail will be
provided behind the curb line in addition to the on- street class 2 bike lane.
On May 24, 2004, Council elected to award the project to the lowest bidder, which was
All- American Asphalt. In accordance with the plans and specifications, the contractor
has completed the above referenced project for a final contract amount of $512,335.82
and as required; City Council is requested to formally accept the completion. This
amount includes changes in quantities and work that was later added to the contract.
Items that were added and/or increased included curb ramps, asphalt pavement, backfill
in the parkway, sleeves irrigation, landscape removal, and protecting in place the block
wall next to the Marina Community Center.
Landscaping work that was not scoped in the original contract later complemented this
project. The City Council authorized a budget amendment of $70,000 to fund in
and the sod work on September 27` Trees for Seal Beach also participated in the
landscaping by supplying trees for the

FISCAL IMPACT:
Funds are currently available within the City's Capital Improvement program budget to
construct these improvements under project number 49991 for $2,743,000 for all three
segments. TEA 21 provides $843,000, State Parks and Recreation provides $640,000,
Orange County provides $110,000. Measure M provides $200,000, OCTA CTFP fund
provide $700,000 and CDBG provides $250,000. The Finance Department has invoiced
Caltrans, California State Parks and Recreation Department, OCTA, and Orange County
and will complete a final project closeout.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council: •
1. By resolution, determine the work has been completed in accordance with the
contract documents and declare the work to be accepted and the total amount
of the contract is in the sum of $512,335.82
2. Direct the City Clerk, within ten (10) days from the date of acceptance, file a
"Notice of Completion" with the Orange County Recorder.
3. Direct City staff, upon expiration of the thirty -five (35) days from the filing of
the "Notice of Completion," to make the retention payment to A11- American
Asphalt., in the amount of $51,233.58.
