SUBJECT: PUBLIC WORKS DEPARTMENT - WEST NILE VIRUS
ACTION PLAN
SUMMARY OF REQUEST:
The proposed City Council action will receive and file the West Nile Virus action plan and adopt
Budget Amendment 05 -11 for the City -wide public education flyer.
BACKGROUND:
In August of 2004, the Public Works Department prepared an action plan in response to the
Orange County Vector Control District (OCVCD) recent information on the West Nile Virus.
The intent of this action plan was to develop a proactive public education campaign and a
response plan to possible mosquito infestations within the public right of way and to mitigate
issues related to the concerns of West Nile Virus.
Residents can follow these simple steps:
• Check and adjust your sprinklers! If any water runs or sprays off your lawn, you are
over - watering, and are creating a breeding ground for mosquitoes somewhere down your
street.
• Sweep up gutter debris such as dirt, soil, leaves, and green waste to help the water flow
down the street and keeping the debris from entering our beaches.
• Use a car wash to eliminate run -off or at the minimum use a shut -off nozzle on your
. hose to keep water use to a minimum.
• Never dump construction materials such as cement, paint, thinners, and other debris into
the gutter.
• Call the City of Seal Beach Public Works Department (562) 431 -2527 ext. 317 to report
contractors, gardeners or other residents dumping in the street, not cleaning up debris in
the street or over - watering. The Department will visit the site and take action.
Eliminating sprinkler overwatering, and washing down of driveways will reduce the amount of
water in the street. If there is less water in the street, there will be less ponding in the street
thereby reducing the threat of West Nile Virus.

By simply changing one or two individual practices at homes or businesses, the public can have
a direct impact on reducing the spread of West Nile Virus, saving money on their water bill,
reduce street deterioration caused by overwatering, reducing the dependence on imported water,
and improving the water quality at the beach.
On its August 9, 2004 meeting, the City Council authorized a budget amendment and
expenditure of $5,000 for the printing and mailing of a city -wide mailer explaining what the
public can do help mitigate West Nile Virus. Actual costs for printing and mailing were
approximately $6,000. It is expected that there will be a greater exposure to West Nile Virus this
upcoming season and Staff is requesting an additional $7,000 to cover the expense of re- issuing
the packet this spring. In addition, the flyer promotes the City's water quality protection efforts.
The $7,000 will include the $6,000 for printing and mailing and $1,000 for the previous mailing
expense.
FISCAL IMPACT:

Budget amendment 05 -11 will increase general fund expenditures $7,000. The fiscal year 04/05
ending general fund undesignated fund balance is eatimated to be $5,296,072. With the adoption
of budget amendment 05 -11 the estimated ending undesignated fund balance for fiscal year
04/05 will decrease $7,000 to $5,289,072.
RECOMMENDATION:
Staff recommends that the City Council receive and file the West Nile Virus action plan and
adopt Budget Amendment 05 -11 for the City -wide public education flyer.
