Director of Public Works /City Engineer SUBJECT: FLEET REPLACEMENT: POLICE AND PUBLIC - WORKS SUMMARY OF REQUEST: The proposed City Council action will authorize the City Manager enter into a lease/ purchase agreement with Ford Motor Credit Company for the purchase of three new Ford Crown Victoria Police Sedans and one new Mercury Marquis LX Sedan for the Police Department; approve the purchase a GMC 3500 cab & chassis for the Sewer Operations Enterprise Fund through the adoption of budget amendment 05 -12; and approve the purchase of a Ford F -250 pickup and a new Ford Ranger pick -up for the Water Operations Enterprise Fund. BACKGROUND: In June 2002, Council adopted a Fleet Management Report during the 02/03 and 03/04 budget process. This document allocated the number of vehicles per department and - outlined replacement guidelines and established the Public Works Department to manage the fleet for all the various departments within the City. The City will use a lease purchase agreement to spread the cost over a number of years. This finance /purchase methodology is discussed on pages 4 - 5 of the Council adopted 2002 Fleet Management Report. As identified in the Council Approved March 22, 2004 Fleet Management Report update, the proposed purchase would replace a total of seven vehicles, four within the Police Department and three within the Public Works Department funded through the Water Operations and Sewer Operations Funds. In the Police Department, two patrol cars have logged approximately 150,000 miles and will be replaced. A 1999 natural gas powered patrol car will be stepped down to the Police Volunteers to replace a 1989 Jeep Cherokee and the new Mercury Marquis will replace the Police Chief's 2000 Ford Expedition which has approximately 120,000 miles. In the Public Works Department, a 1988 F -350 pickup with approximately 110,000 miles serving as the Emergency /Spill Response Unit for the Sewer Division, a 1999 F -250 which was totaled last spring and a 1994 Dodge Dakota serving in the Water Division are scheduled to be replaced. The County of Los Angeles has a cooperative purchase provision, under their Fleet Division bid, that would allow the City to purchase these vehicles for a competitive replacement cost of $22,891, plus tax, for each Crown Victoria Police Sedan and $26,411 Agenda Item LL 1 . for a Mercury Grand Marquis Sedan. The State of California has a cooperative purchase provision also allowing the City to purchase the GMC 3500 Cab & Chassis for $16,561 plus tax, a Ford F -250 for $17,524 plus tax and the Ford Ranger for $11,266 plus tax. ' The City has used this program in the past to purchase vehicles. Funds to outfit the patrol cars have been budgeted within the asset forfeiture fund and funds to outfit the new F- 350 pickup are budgeted within the Sewer Maintenance Budget. The Council approved Fleet Management Report outlines the procedure for replacing patrol cars on an every other year basis to smooth out spending spikes and provide Council with better information on how much it spends per cost center on equipment similar to the previously approved building heating, ventilation and air- condition contract. Additionally, the City incurs both direct and indirect maintenance costs by keeping surplus vehicles in its fleet. Consequently, four vehicles from the Police fleet and three from the Public Works fleet will be sold as surplus, as recommended by the Fleet Division. The vehicles to be sold as surplus will be two 1996 Chevrolet Caprice Patrol cars, a 1989 Jeep Cherokee, a 1998 Ford Explorer (the 2000 Expedition will be stepped down within the Department to replace the Explorer), a 1988 Ford F -350 pickup, 1999 Ford F -250 (previously totaled) and a 1994 Dodge Dakota mini pickup. FISCAL IMPACT: As budgeted in the FY 04/05 budget, it is estimated that the purchase cost of four sedans for the Police Department would be $100,000 or about $36,000 annually for three years from General Fund at a financing rate of 3.70 %. The purchase of the two vehicles for the Water Operations Enterprise fund was budgeted in the FY 04/05. The purchase of the one vehicle for the Sewer Operations Fund was not budgeted, therefore approval of Budget Amendment 05 -12 increasing Sewer Operations Fixed Assets is needed. RECOMMENDATION: It is recommended that the City Council authorize the City Manager to enter into a lease/ purchase agreement with Ford Motor Company for the purchase of three new Ford Crown Victoria Police Sedans and one new Mercury Marquis LX Sedan for the Police Department; approve the purchase a GMC 3500 cab & chassis for the Sewer Operations Enterprise Fund through the adoption of budget amendment 05 -12; and approve the purchase of a Ford F -250 pickup and a new Ford Ranger pick -up for the Water Operations Enterprise Fund.
