Vukojevic, P.E., Director of Public Works /City Engineer SUBJECT: FLEET REPLACEMENT: PUBLIC WORKS SENIOR BUSES SUMMARY OF REQUEST: The proposed City Council action will approve the surplus sale of the two existing para- transit buses and authorize staff to obtain two replacements offered by the Orange County Transportation Authority for the Senior Bus Program. BACKGROUND: In August of 2002, the City of Seal Beach entered into an agreement with Orange County Transportation Authority, OCTA, for a program called the Senior Mobility Program in which local agencies are given the funds to operate their own bus program. The City Council authorized a contract with Western Transit to provide the service. The Public Works Department has been managing the bus program since this time providing senior transportation to the senior meals program, Leisure World shopping trips and dial -a -ride. The service is provided at no cost to residents and is funded by the OCTA, the City's Air Quality Management Funds, and the Golden Age Foundation. Last year, Leisure World put forward additional funds to expand the shopping shuttle program. One of the buses has been identified with an engine needing replacement. The other is approaching the end of its service life. OCTA has notified the City that it is eligible to replace both buses at no cost to the City. The buses provided by OCTA are lower mileage refurbished 17- passenger lift - equipped para- transit buses. This is consistent with the approved Fleet Management Report and it is recommended that the City accept this replacement option. The existing buses, which are owned by the City, should be declared surplus and sold by the City. Western Transit, the City's Senior Bus operator has offered to purchase the buses at a value higher than is expected if the buses are sent for auction. It is recommended that the buses be sold to the existing operator. FISCAL IMPACT: The Orange County Transportation Autority will provide the replacement of the existing buses to the City at no cost. The estimated value of the buses to be sold to the City's Agenda Item 4/ current operator is $3,000 and this amount will be credited towards the City's general fund. RECOMMENDATION: Staff recommends that the City Council approve the surplus sale of the two existing para- transit buses and authorize staff to obtain two replacements offered by the Orange County Transportation Authority for the Senior Bus Program.
