SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
ANNUAL PAVING REHABILITATION FY 2004/2005,
PROJECT No. 50173
SUMMARY OF REQUEST:
The proposed City Council action will approve the plans and specifications, and
authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation
Program, Fiscal Year 2004/2005, Project No. 50173.
BACKGROUND:
During the Fiscal Year 2004/2005 Budget Hearing, City Council approved the transfer of
$2.7 million of General Fund to the Capital Improvement Program for street
improvements to occur within FY 2004/2005 and FY 2005/2006. For this fiscal year,
S1.26 million is allocated for the Annual Paving Rehabilitation in conjunction with
$150,000 from the Gas Tax Fund.
The Pavement Management System as approved by City Council on June 14, 2004,
evaluates existing paving conditions, identifies its deficiencies, recommends cost
effective paving improvements and defines priority - ranking of streets needing
improvements. Priority ranking is based upon the condition of the pavement and the
amount of traffic the streets receive. These local streets were next on the priority- ranking
list based on the recent Pavement Management System (PMS) as approved and adopted
by City Council on June 14, 2004. The 2004/2005 Street Paving Rehabilitation Project
includes the following streets:

The work in Old Town shall consist of removing existing curbs and portions of the -
parkway. It shall then be replaced, with new curb & gutter and placement of new sod
along the parkway area. Pavements adjacent to the curb shall be grinded, applying a
leveling course, placing a rubberized chip seal, and then placing a layer of rubberized
asphalt. Areas with depressed curb & gutter in College Park East and the Hill shall be
reconstructed. Sidewalk repairs are excluded from the scope of work of this project.
The plans and specifications were completed by in -house staff. Upon the successful
bidding process and award of a contract, the project is estimated to be completed in the
Summer of 2004.
FISCAL IMPACT:
The Engineer's estimate for the project including design, inspection and construction is
estimated at $1.41 million. Funds in the amount of $150,000 are available in the
2004/2005 City's Capital Improvement Program from State Gas Tax and $1.26 million
from the General Fund. Any remaining funds would be reprogrammed for next year's
street program as approved by City Council.
RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications, and
authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation .
