Director of Public Works /City Engineer SUBJECT: MAIN STREET SIDEWALK STEAM CLEANING SUMMARY OF REQUESTS: The proposed City Council action will adopt Budget Amendment 05 -10 for the Main Street Sidewalk Steam Cleaning, from Ocean Avenue to Pacific Coast Highway (PCH). BACKGROUND: On the September 27, 2004 City Council meeting, Mayor Yost requested that the Main Street sidewalk steam cleaning issue be brought to City Council for consideration. The Public Works Department has contacted steam- cleaning contractors and determined that an estimated cost range to perform monthly sidewalk steam cleaning is $36,000 to $48,000 per year. Thereafter, on the October 11, 2004 City Council meeting, staff • requested the City Council to provide direction for the Main Street Sidewalk Steam Cleaning. City Council requested staff to bring forward alternatives to do quarterly Main Street Sidewalk Steam Cleaning. The current cleaning activities on Main Street includes landscape maintenance, daily emptying of trash cans and street sweeping. In the previous three years nearly all of the sidewalk, curb and gutter and pavement have been improved. The trees have also been recently trimmed and pavers have been installed around all of the trees as part of the tree preservation program. Restrooms at the Pier are cleaned four times per day during the summer, once per day on weekdays and twice per day on weekends during fall, winter and spring season. The Steam Cleaning sidewalks process uses a high - pressure washer to remove debris, stains and provides a cleaner appearance. Due to its high - pressure it should only be used on concrete areas. The specifications of sand placed between each decorative pavers prohibits the use of a high- pressure wash to clean them. For this reason, only the concrete portions of the sidewalk are recommended to be cleaned. Operations should be executed in the early morning or late evening hours. Steam cleaning operations require extensive best management practices to ensure water quality requirements and no water enters the storm drain. Agenda Item T Similar to residential responsibilities, most businesses clean the sidewalk in front of their businesses regularly. Many also pay to have their sidewalks professionally cleaned and others also maintain flowers in the tree wells or pay to have the trees trimmed in front of their businesses. ht addition, a number of businesses partner together to do these work items simultaneously to enjoy cost savings. A suggestion may be that the businesses group together and with the Chamber to investigate options to do special business front cleaning for themselves. FISCAL IMPACT: The annual cost to perform sidewalk steam cleaning, four times a year is estimated to be $16,000. Since six months of the current fiscal year has passed, Budget Amendment 05- 10 will increase general fund expenditure by half of the estimated cost to $8,000. The estimated fiscal year ending undesignated general fund balance is $5,304,072. Approval of this budget amendment will decrease the estimated undesignated fund balance by $8,000 to $5,296,072. A mid -year budget adjustment of $16,000 will be required for FY 2005/2006. RECOMMENDATION: It is recommended that the City Council adopt Budget Amendment 05 -10 for the Main Street Sidewalk Steam Cleaning, from Ocean Avenue to Pacific Coast Highway (PCH).
