Bahorski, City Manager FROM: Pamela Arends -King, Director of Administrative Services /Treasurer SUBJECT: Renewal of the AMPCO System Parking Contract for the Beach parking lots. SUMMARY OF REQUEST: Staff requests City Council renew the automation and beach parking revenue collection contract with AMPCO System Parking Inc. for a period of three years and authorize the City Manager to execute the agreement. Staff also requests City Council direction to research the feasibility of increasing the beach parking lot fees. BACKGROUND: To establish control and accountability over the collection of the cash received from beach parking and to eliminate potential liability issues due to automobiles driving under the pier to get to the 10` street parking lot the City contracted with AMPCO System Parking Inc. (AMPCO) to manage the collection of the beach parking revenues through a "park and pay" turnkey system. This system allowed the 10 street lot to be opened to the public and the ability for automobiles to drive under the pier was eliminated. AMPCO System Parking Inc. has been very responsive to the various issues that have come up over the four years in regards to the "pay and park" turnkey operation such as increase in signage, maintenance of the machines, audit ability of revenues collected and timely payments to the City. Staff is very pleased with the service the Company has provided. All items within the original agreement with AMPCO remain effective and to enhance beach parking lot services AMPCO will be purchasing five new "pay and park" turnkey machines that will have larger viewing screens and voice direction making the new machines more user friendly. Customers will continue to have the option to pay for beach parking with cash, credit card or debit card. The revenue sharing between the City and AMPCO is the same as the revenue sharing set -up in the original agreement, amendment number 1 and amendment number 2. Agenda Item V December 13, 2004 Renewal of the AMPCO System Parking Contract for the Beach Parking Lots Currently there are four beach parking rate schedules. The "early bird" rate from 6:00 a.m. to 10:00 a.m. is $2. From 10:00 a.m. until 6:00 p.m. the rate is $3 for two hours. The "late bird" rate from 6:00 p.m. to 10:00 p.m. is $2 and for all day parking the rate is $6. The $6 all day parking rate has been into effect for at least the last eleven years. Staff has noted neighboring beaches are charging more for the daily parking rate. The State beaches are currently charging $10 per day during the summer season and $8 per day for the winter season. Increasing the daily beach rate would increase revenues that would help support the maintenance of the beach which the General Fund subsidies from $550,000 to $750,000 annually. Staff will have to look into what the effect of increasing the beach parking lot fees will have in relation to parking in the other areas of Old Town especially on main street where individuals can park up to two hours free. FISCAL IMPACT: The first year of the extended contract guarantees the City will receive a minimum of $200,000 in beach parking revenue and 65% of beach parking revenues in excess of $300,000. The second year of the contract guarantees the City will receive a minimum of $200,000 in beach parking revenue and 65% of beach parking revenues in excess of $275,000. The third year of the contract guarantees the City will receive a minimum of $200,000 in beach parking revenue and 75% of beach parking revenues in excess of $250,000. Beach parking revenue is dependent upon the weather, therefore it is difficult to determine how much revenue the City will receive in excess of the $200,000. For the past three years the City has received on average about $37,000 a year in excess of the minimum $200,000 guaranteed revenue. RECOMMENDATION: Staff recommends City Council renew the automation and beach parking revenue collection contract with AMPCO System Parking Inc. for a period of three years and authorize the City Manager to execute the agreement. Staff also recommends City Council give direction to research the feasibility of increasing the beach parking lot fees.
