APPLICATION SUBMISSION FOR FUNDING — 2004
CALHOME PROGRAM
SUMMARY OF REQUEST:
Adopt Resolution Number 04- , A Resolution of the Redevelopment Agency of the
City of Seal Beach Authorizing the Filing of an Application for Funding under the 2004
CalHome Program and Authorizing the Executive Director to Execute all Documents
necessary to Participate in Said Program.
BACKGROUND:
On August 25, 2003 the Redevelopment Agency and City Council authorized submission
of an application for funding under the "CalHome" program to address the problems
experienced due to the lack of available funding to continue to fund projects that were
almost ready for final approvals and execution of the appropriate documents between
program participants and the Redevelopment Agency.
The City submitted the appropriate application, and unfortunately it was not funded. As
indicated to the Redevelopment Agency on February 23, 2004, the City received formal
notice from the California Department of Housing and Community Development that the
application for Owner - Occupied Housing Rehabilitation funding assistance was not
approved. A total of 102 applications for a funding level of $56.8 million were received
by the State. The State ultimately funded 72 applications at an expanded funding level of
$39.7 million. The State received funding requests that exceeded the available program
funds by $17.1 million; our application being one of the unfunded applications.
The State has now announced a new 2004 year funding cycle at a funding level of $30
million, and those agencies that applied for funding in 2003 and were not funded will
receive "bonus points: as part of an application consideration if the same application is
again submitted. The application materials state: •

"All applicants to the current NOFA who applied in 2003 and were not
funded, will receive 50 bonus points in this round if they are applying for
the same activity."
As indicated in the Department Weekly Status Report of September 16, the City has applied
again for $498,000 of the additional funds that are now available. The application deadline
was September 15 and staff has submitted the application within that timeline. The State is
allowing the City to submit the required authorization resolution after the submission
deadline, since the City is a previous applicant. Staff will FAX the adopted resolution to the
Department of Housing and Community Development on September 28, 2004.
The Redevelopment Agency will need to adopt the attached resolution this evening in
support of the application. Failure to adopt the resolution would eliminate the application
from further consideration by the State.
FISCAL IMPACT:
The lack of available funds for the program implementation has resulted in the
suspension of the rehabilitation loan program since July 2003. All projects that have
formally executed contracts and other required program documents by the
Redevelopment Agency Executive Director have been able to proceed to completion.
Projects that have not received formally executed documents by the Executive Director of
the Redevelopment Agency have been suspended since July 2003 until such time as
funds are again available within the Redevelopment Agency Low- and Moderate - Income
Housing Set -Aside Fund.
RECOMMENDATION:
Adopt Resolution Number 04- D 1 , A Resolution of the Redevelopment Agency of the
City of Seal Beach Authorizing the Filing of an Application for Funding under the 2004
CalHome Program and Authorizing the Executive Director to Execute all Documents
necessary to Participate in Said Program.
