SUBJECT: RECEIVE AND FILE - ANNUAL CONCRETE
REHABILITATION PROGRAM FY 2004/2005,
PROJECT No. 50179 •
SUMMARY OF REQUEST:
The proposed City Council action will receive and file the presented information for the
Annual Concrete Rehabilitation Program, Project No. 50179.
BACKGROUND:
'As reviewed by City Council with the August 9, 2004 Notice of Completion for the FY
03/04 Annual Concrete Rehabilitation Program, the next area to be rehabilitated is the
sidewalk, curb and gutter on the west side of Eisenhower Park. This area was chosen
because of its high pedestrian traffic, which will reduce potential situations for
pedestrians. In addition, this project will be complemented by a commitment by Trees
for Seal Beach to install irrigation and sod in both parkways in front of Eisenhower Park
as opposed to concrete.
Trees for Seal Beach has also requested to install palm trees in these parkways. The
Public Works Department will be noticing the immediate vicinity residents and
businesses and conducting a public meeting to obtain input regarding the palm trees
because of potential blocking of views. If no opposition is received, the Public Works
Department will permit the installation. Otherwise the City Council will be requested to
consider the item.
Although there is no perceived good time for work in the Eisenhower Park area,
construction in October and early November is recommended because it is after the busy
summer season but before the busy Holiday season. Since there are several small
projects encompassing the area, the City will use the bidding procedures prescribed in the
City's Charter. In -house staff has completed the plans and it is anticipated that the
project should be completed in early November. The Public Works Department will
coordinate with Trees for Seal Beach so that landscaping can begin immediately after the

construction is completed. Full -block sections of parking in front of the park will be
closed for up to 5 days for construction.
FISCAL IMPACT:
Funds in the amount of $50,000 are available in the 2004/2005 City's Capital
Improvement Program from State Gas Tax for the Annual Concrete Rehabilitation
Program, Project No. 50179 which includes construction and construction inspection.
Any remaining funds would be reprogrammed for next year's street program as approved
by City Council. The estimated annual maintenance cost for the new turf is estimated to
cost $1,000 for the remainder of Fiscal Year 04/05 and $2,000 for FY 05/06. Once the
work is complete, a budget amendment for the maintenance will be brought to City
Council for approval.
RECOMMENDATION:
It is recommended that the City Council receive and file the presented information for the
Annual Concrete Rehabilitation Program, Project No. 50179.
