Vukojevic, P.E., Interim Director of Public Works /City Engineer SUBJECT: DISADVANTAGED BUSINESS ENTERPRISE (DBE) PLAN - FEDERALLY ASSISTED PROJECTS SUMMARY OF REQUEST: The proposed City Council action will approve the City's Disadvantaged Business Enterprise (DBE) plan, adopt the attached resolution and approve its submittal to Caltrans. BACKGROUND: Caltrans requires that the City prepare and submit a Disadvantaged Business Enterprise (DBE) Plan to Caltrans annually for all Federally Assisted Projects. Accordingly, the Seal Beach Disadvantaged Business Enterprise Plan 2004 / 2005 has been prepared and the Plan includes the target goal of 4.5 %. FISCAL IMPACT: Failure to adopt this Disadvantaged Business Program (DBE) prohibits the City from reimbursement of State and Federal Funding and participation in the Federal Emergency Management Agency (FEMA) process in case of an emergency. RECOMMENDATION: Staff recommends that the City Council approve the City's Disadvantaged Business Enterprise (DBE) plan, adopt the attached resolution and approve its submittal to Caltrans.
