Interim Director of Public Works /City Engineer SUBJECT: AMENDMENT OF THE CAPITAL IMPROVEMENT PROGRAM & APPROVAL OF MAINTENANCE REPAIRS ON MAIN STREET, PROJECT NO. 49674 & 50176 SUMMARY OF REQUEST: The proposed City Council action will amend the June 28, 2004 Capital Improvement Program to re- allocate $75,000 of unspent Measure M local turnback funds from Fiscal Year 2003/2004 Project 49674, to Fiscal Year 2004/2005 Project No. 50176 and approve maintenance street repairs on Main Street. BACKGROUND: The 100 and 200 block of Main Street is listed as one of the priorities for preventative maintenance under the Council approved Pavement Management System. The large amount of turning movements on Main Street is an issue for power steering marks on a slurry seals surface and staff is therefore recommending that a thin grind and maintenance overlay be applied instead of slurry seal. Once the street is paved, the street will have undergone an extensive snake -over during the past four years which included new pavers, sidewalk, and curb and gutter. Although there is no perceived good time for work on Main Street, construction in October is recommended because it is after the busy summer season but before the busy Holiday season. Using the street contractor currently under contract with the City, construction will require four days of work, daily street closures and opening of the road by the evening. The following is the proposed construction timeline: • Day 1 — Pavement edge grinding • Day 2 — Paving • Day 3 — Striping one side of the street • Day 4 — Striping the other side of the street. Works will also start on a Monday when many of the businesses on Main Street are closed. All businesses on Main Street will be notified prior the construction • Agenda Item 7 In addition, with the re- striping of the street, the Department will relocate the existing disabled parking spots on Central Avenue and place one space at each of the mid -block crosswalks on the 100 and 200 block of Main Street. These new parking spots will allow disabled persons to avoid entering the roadway to access wheel chair ramps thus bringing the City into further compliance with Americans with Disabilities Act (ADA). The maintenance overlay is expected to extend the service life of the street approximately 7 to 10 years. The annual preventative street maintenance program for Fiscal Year 2003/2004 was not implemented last year and was scheduled to be combined with the FY 04/05 project. Methods such as street sealing are used as an on -going maintenance -type function of City's Pavement Management System which extends the pavement life cycle. Measure M local turnback funds in the amount of $75,000 were budgeted last fiscal year for Project No. 49674 and staff is requesting that the funds be re- allocated and combined with this fiscal year for a total of $150,000 for the preventative street maintenance program. City Council previously approved a similar transfer in February of 2003 approving the transfer of FY01 /02 funds with FY 02/03 funds for a project total of $150,000. The plans and specifications for the separate future street sealing project are being designed by in -house engineering staff and should be ready for Council approval in January of 2005. The future pavement management system report is also expected to be completed in February of 2005. FISCAL IMPACT: Funds in the amount of $75,000 are currently available from fiscal year 2003/2004 from the Measure M — Local Turnback fund within the City's approved 5 -year Capital Improvement Program budget to construct these improvements under Project No. 49674 and combined with Project 50176. Main Street maintenance paving is expected to cost $60,000. Any remaining funds would be programmed for the remainder of FY 04/05 Street Sealing Program as approved by City Council. RECOMMENDATION: It is recommended that the City Council amend the June 28, 2004 Capital Improvement Program to re- allocate $75,000 of unspent Measure M local turnback funds from Fiscal Year 2003/2004 Project 49674, to Fiscal Year 2004/2005 Project No. 50176 and approve maintenance street repairs on Main Street.
