SUBJECT: RECEIVE AND FILE - WINTER SAND DIKE (BERM)
SCHEDULE AND OPERATIONS
SUMMARY OF REQUEST:
Receive and file the winter sand dike timeline and construction activities.
BACKGROUND:
Historically, the residents along the beach between the Anaheim Jetties and the pier are
subject to wave inundation during storms. This is lessened by the annual construction of
the sand berm. The "berm" is routinely removed prior to the Easter Holiday except in
cases where possible inclement weather and wave events would make it prudent to leave
it in place for longer periods. Weather patterns are unpredictable and the City has
experienced flooding in the past when the berm was not in place.
In September of 2003 City Council had approved a plan, based on Moffatt & Nichols
Engineers assessment report, to implement the following recommendations:
❑ Start construction of the dike after November 1 with completion anticipated by
mid November.
❑ Remove the dike by March 31. (Lead time for removal usually takes 2 weeks.)
❑ During El Nino years, start construction of the dike so it is complete by
November 1 and leave in place until mid April.
In accordance with this timeline, the Public Works Department has scheduled the berm
construction to start on November 1. Cattrac Construction, the City's on -call contractor,
will perform the berm construction and removal and Moffatt Nichol Engineers will
provide inspection and monitoring services.
As reported in the September 22, 2003 City Council report, "It is important to note that
any policy involving natural occurrences involve risk. Often elected officials have to set
policy and protection based upon probability of occurrence, funding availability and
geographic locale. This report analyzed the probability of tropical events and does make

a recommendation that will be perceived as more favorable by the public. Note that the
information analyzed is not exact and there always looms the occurrence of future events
similar to September 1997. Staff has also received input from a small minority that they
desire the additional protection. The current plan intends to strike a balance with
community desires and protection from unpredictable natural events."
FISCAL IMPACT:
Funds for the winter sand dike construction and removal are available within the FY
04/05 contract professional services budget of the Tidelands Beach/Pier Account. It is
anticipated that the cost will be approximately $54,000.
RECOMMENDATION:
Receive and file the winter sand dike timeline and construction activities.
