Interim Director of Public Works /City Engineer SUBJECT: MARINA DRIVE RECREATIONAL TRAIL LANDSCAPING BUDGET AMENDMENT SUMMARY OF REQUESTS: The proposed City Council action will adopt Budget Amendment 05 -06 for the landscaping of the Marina Drive Recreational Trail. BACKGROUND: In 1998, the City competed for and won federal funding for a regional trail in Seal Beach along with California State Department of Parks and Recreation, Orange County Transportation Measure M, and County of Orange funding. Staff secured the "Authorization to Proceed" and City Council awarded a contract on May 24, 2004 for the construction of the Marina Drive Trail Project after an extensive Caltrans review process. Construction of the trail is scheduled to be completed in early October. However, with specific grant sources funding its construction, no funds are available for landscaping the project. As a source of funding, the Public Works Department has asked the Tree Advisory Board and Trees for Seal Beach for landscaping funds. They were receptive but indicated that they may only be able to provide the trees for the site. It is hoped that trees planted on both sides would provide tree -lined corridor for all users. They also indicated that they would maintain the trees until they are established. In an effort to expedite the overall completion of the project and reduce the amount of time without landscaping, staff is requesting a $70,000 budget amendment for the installation of a sprinkler system and turf around the trail by the City's landscape contractor. The entire area on both sides of the trail would be turf and the inconsistent shrubs and bushes along the wall would be removed. Trees for Seal Beach has tentatively agreed to provide funding for trees on the trail project. The project could support between 30 to 60 new "Chinese Elm" trees depending on the donations available from Trees for Seal Beach and the size specified. The Department would prefer a minimum tree size of 36 -inch box trees because of the reduced maintenance, strength and larger size. Agenda Item /� In the event that adequate funding is not available for the trees, the City could potentially supplement the need with the annual Street Tree Planting Program, although this would reduce or eliminate the residential street tree planting. The Department will work with the Tree Advisory Board on the tree planting including the recommendation of the use of Chinese Elms. These trees have been successfully used on Main Street and throughout the City. Additionally, on the northeast and northwest corners of 5 and Marina, there are two larger triangular shaped areas where there is space for robust trees that would not interfere with the infrastructure. Pending approval of the City Council Budget Amendment, landscaping would be completed prior to the end of the year. The Public Works Department will also maintain the site on a regular basis after the initial maintenance period is complete. FISCAL IMPACT: Budget amendment 05 -06 will increase general fund transfers $70,000. The estimated cost for construction and maintenance for the remainder of the fiscal year is $70,000. A mid -year budget amendment of $70,000 for FY 05/06 will be required. The current estimated fiscal year ending undesignated general fund balance is $5,424,072. Approval of this budget amendment will decrease the estimated ending undesignated fund balance by $70,000 to $5,354,072. RECOMMENDATION: It is recommended that City Council adopt Budget Amendment 05 -06 for the landscaping of the Marina Drive Recreational Trail. Prepared By: Mark . Vuk•'evic, P.E.
