SUBJECT: DESIGN UPDATE ON THE WEST END PUMP STATION
PROJECT AND EXPIRATION OF BIDS FOR WEST
END PUMP STATION URBAN RUN -OFF DIVERSION
PROJECT No. 50050
SUMMARY OF REQUEST:
The proposed City Council action will receive and file the design update on the West End
Pump Station and the expiration of bids for the West End Pump Station Urban Run -off
Diversion Project No. 50050.
BACKGROUND:
At its February 9, 2004 meeting, City Council approved plans and specifications for a
urban run -off diversion project at the West End Pump Station. The Project included a 3
hp, 120 gallon per minute submersible pump, 4 -inch metering facility, and 500 -feet of
discharge pipe, installed within the existing double reinforced concrete box storm drain.
The low flow dry weather Urban Run -off Diversion System Project would pump low
flow urban run -off waters into the sanitary sewer system. This would help improve local
water quality and is consistent with the City's Storm Water Master Plan.
Three bids were received and opened by the City Clerk on Thursday, July 1, 2004 as
listed below:
1. Atlas- Allied Inc. $384,116.50
2. Brutoco Engineering & Const. Inc. $439,069.50
3. So. Calif Underground Contractors, Inc. $431,725.00
Staff has reexamined the total West End Pump Station Project including the recently
approved mitigated negative declaration for the project. Staff has identified additional
costs mandated by the environmental document, costs for the coastal commission permit,
the anticipated cost for the Orange County Sanitation District permit, and increasing
labor and materials. During this evaluation, bids have now expired past their initial 60-
day effective period. Staff is recommending that the urban run -off diversion project be
put on hold. Building the diversion system at this time puts the construction of the new
West End Pump Station in jeopardy of a funding shortage.

The design is complete for the urban run -off diversion system and the project will fare
better for future grants as a shelf ready project. It has also been discussed that a diversion
system could be built at the Los Alamitos Retention Basin and Staff has discussed this
with the County of Orange.
Both existing natural gas engines at the station have been reconditioned and are in
operation. One of the pumps has been rehabilitated this summer and the other is
scheduled for next summer as to avoid work during the rainy season. The environmental
documents for the construction of the new pump station are currently being processed
and City Council recently approved a mitigated negative declaration. The Coastal
Commission permit process, LA County Flood Control District, the Army Corp of
Engineers permit, and the easement documents for the new site are being prepared. This
process may take from 3 to 12 months. After the permits are secured, the new station
design can be completed, bid, and constructed.
FISCAL IMPACT:
Funds in the amount of $2,300,000 were budgeted in the City's Capital Improvement
Program from the City's Redevelopment Agency. To date the City has expended
$250,000 for the engine repairs, pump repairs, and station improvements including
engineering and the Preliminary Design Report. The estimated construction cost for the
Urban Run -off Diversion Project component of the total project including inspection is
$460,000. Staff will continue to apply for future grant funds as they become available.
RECOMMENDATION:
It is recommended that the City Council reject all bids received for the West End Pump
Station Urban Run -off Diversion Project No. 50050.
