Resolution approving an agreement to contract supplemental animal control services to the City of Long Beach until November 30, 2004. 2. Resolution approving an agreement to contract full service animal control services to the City of Long Beach from December 1, 2004, until June 30, 2005. 3. Resolution approving an agreement with the Seal Beach Animal Care Center for animal shelter services. 4. Authorizing the City Manager to give the Animal Care Center a surplus vehicle. . BACKGROUND: At the June 28, 2004, City Council Meeting the Seal Beach City Council accepted a report and all its recommendations from Organizational Effectiveness Consulting. Recommendations 1, 2 and 3 on page 23 of that report stated: Seal Beach should pursue a full service contract with the City of Long Beach for animal control services. • A key component of this contract is that animals seized or relinquished in Seal Beach should be taken to the local shelter run by the non - profit organization. The contract should be structured similar to the contract that exists between Long Beach and Los Alamitos for animal control services. The City of Seal Beach currently has an agreement with the City of Long Beach for after hours animal control services. The attached "SECOND AMENDMENT TO AGREEMENT NO. 27863" extends the after hours animal control contract, with all the same conditions as the prior contract, and at the same rate as the prior contract, $1,125.00 a month, will extend the current agreement until November 30, 2004. The total cost for these five (5) months of after hours animal control service is $5,625. Under the terms of this agreement Long Beach provides animal control services to the City of Seal Beach about 58% of an average week. \) Also attached is an agreement for full time animal control services between the City of Long Beach and the City of Seal Beach, which will go into effect December 1, 2004. This agreement, number 27263, is for animal control and animal licensing services. Agreement number 27263 is structured like the agreement Long Beach has with Los Alamitos but uses Seal Beach's own "no kill" shelter. A third agreement is attached for animal shelter services, which will be provided by the Seal Beach Animal Care Center. Under the terms of this new agreement Long Beach will provide the same animal control services the City currently enjoys (see Section 2. Services), as well as annual canvassing and licensing. The cost for these services from December 1, 2004, to June 30, 2005, will be $78,549. The cost for the subsequent year will be $116,357 and the agreement makes provision for a two - year extension. Because of start up costs the monthly rate for the initial service ($11,221 a month) is higher than the subsequent year ($9,696 a month). • For each of these years any fees collected for animal licensing will be deducted from the City's contract cost. With a door -to -door canvas of the entire City, the estimate for annual animal licensing is being approximated at $25,000. City Staff and Board Members from the Seal Beach Animal Care Center have spent many hours over the past months working out details of moving to a full service contract with the City of Long Beach. Based on the past service provided by Long Beach and discussions in recent meetings, it is the mutual feeling of Staff and the Shelter that a full service agreement will not only represent a significant cost savings, but also provide an enhanced level of service. For example the Seal Beach Animal Shelter will now be able to sell animal licenses (eliminating this as a City responsibility) and Long Beach Animal Control Officers issue animal licenses in the field, a service not provided by our current Animal Control Officers. In addition to eliminating licensing responsibility, Police Department Staff will be able to shift the current staff time spent on animal control matters to core pubic safety tasks, such as those articulated in the police services study. Based on the staffing configuration being proposed by Long Beach it is believed that the average response time to evening animal calls will be the same and that the local response of a Long Beach Animal Control Officer to Seal Beach calls will be consistent with the 10 minute average the City currently enjoys. Under the terms of this agreement Long Beach would also provide animal control services for wildlife related matters. This will include the protection of wildlife and endangered species as well as public education related to inappropriate handling or interference with wildlife and protected species. A draft copy of the full service contract is attached and has been reviewed by City Staff, the City Attorney and the Seal Beach Animal Care Center. All the aforementioned parties have deemed this contract acceptable, however, minor modifications may yet be made before the final contract is agreed upon. As the City of Long Beach will not be providing animal shelter services, these services will be provided by the Seal Beach Animal Care Center. The agreed upon annual cost for animal shelter services is $9,000.00 a year, or $750.00 a month. Based on this monthly rate, and if the City began paying the Shelter in December when Long Beach goes full service, this would represent seven months of shelter service, or $5,250 for fiscal year 04/05. Additionally, the City currently budgets $1,000.00 a year for emergency treatment of injured animals. As the Shelter would assume this responsibility, these funds should likewise be paid to the Animal Care Center. When Long Beach begins providing full time animal control service, the City will no longer have a need for the 1995 Chevrolet S -10 pickup truck (with 72,000+ miles) configured for animal control. This vehicle represents a minimal value to the City, and could prove beneficial and/or profitable for the Animal Care Center. Accordingly the Animal Care Center has expressed an interest in the vehicle. Accordingly, staff is recommending Council deem this vehicle as surplus equipment and authorize the City Manager to give this surplus vehicle to the Seal Beach Animal Care Center. Should Council adopt these recommendations all action related to issuance of 2005 licenses would be handled by Long Beach beginning December 1, 2004. Pursuant to the requirements of the Meyers - Milias Brown Act, the City has met with the Orange County Employees Association, the Employee Organization representing the affected bargaining unit and the affected employees, to meet and confer regarding the impacts of the layoff of the animal control officers and elimination of the animal control officer position positions, including negotiation of mutually acceptable separation agreements. FISCAL IMPACT: The 2005/2006 budget for Animal Control is $172,856. The total Long Beach contract that year will be $116,357, and $9,000 plus $1,000 to the Seal Beach Animal Shelter for a total of $126,357. If $25,000 of this is recovered from animal licensing the net cost is approximately $100,000, which represents an annual savings of about $71,856, twenty thousand dollars more than the savings estimated by Organizational Effectiveness Consulting. The 2004/2005 cost for the animal control and animal shelter costs described in this report are $5,625 for five months of after hours service, $78,549 for seven months of full service and $5,250 for seven months of animal shelter services for a total of $89,424. The 2004/2005 budget for Animal Control is $165,269. RECOMMENDATION: 1- That Council approves the amendment to agreement number 27863 with the City of Long Beach for five months of after hours animal control service. 2- That Council approves agreement number 27263 with the City of Long Beach for seven months of full time animal control service. 3- That Council approves the agreement with the Seal Beach Animal Care Center for animal shelter services. 4- That Council deems the 1995 Chevrolet S -10 pick -up surplus equipment and authorizes the City Manager to sell the truck to the Seal Beach Animal Care Center for one dollar. .1 John , chaefer, aptain . \ NOTE 1 r , APPR• V - iii 6 Ai ( MI r John B f, ahorski, City Manager ATTACHMENTS 1.
