Bahorski, City Manager SUBJECT: ORANGE COUNTY EMPLOYEES ASSOCIATION SUMMARY OF REQUEST: Adopt the attached Memorandum of Understanding establishing wages and benefits for July 1, 2004 – June 30, 2006. BACKGROUND: The City has met and conferred with the Orange County Employees Association. Both parties have agreed to a two year contract, which includes a 4% across the board salary increase effective the first payroll in July 2004, a $15 increase per pay period for certification pays effective the first payroll in July 2004, health insurance cap increases effective January 1, 2005 as follows: a $20 increase for employee only coverage, a $30 increase for employee plus one coverage and a $40 increase for family coverage, a 3% across the board salary increase effective the first payroll in July 2005 and a health insurance cap increase equivalent to the average increase to Ca1PERS medical premiums for Orange County effective January 1, 2006. FISCAL IMPACT: Approximate impact of providing a 4% salary increase, $15 increase per pay period for certification pays, increases to the health insurance caps ($20 increase for employee only, $30 increase for employee plus one, $40 increase for family) is an increase of $9,236.30 to the current budget for fiscal year 04/05. Approximate impact of providing a 3% salary increase and an increase in medical cap equal to the average medical premium increase effective January 1, 2006 is an increase of $2,437.10 to the current budget for fiscal year 05/06.
