Dancs, P.E., Director of Public Works, City Engineer Lee Whittenberg, Director of Development Services SUBJECT: SECOND READING — ORDINANCE No. 1526 REGARDING FATS, OILS, AND GREASE MANAGEMENT, DISCHARGE, AND CONTROL REGULATIONS • SUMMARY OF REQUEST: Council to hold second reading and adopt Ordinance No. 1526 approving new regulations regarding fats, oils and grease management, discharge and control regulations for facilities located on public property. BACKGROUND: Council considered this matter at their June 28, 2004 meeting and introduced Ordinance No. 1526. The City Attorney has made further formatting changes to the ordinance from its first reading. It is now appropriate to hold 2 " reading for adoption of the ordinance. . The Public Works Department conducted an initial public outreach with Food Service Establishments (FSE's) at the City Council Chambers July 28, 2004. Staff presented the proposed program, and received positive comments from the restaurant owners and managers. Approximately 10 people were in attendance and most were familiar with the upcoming requirements for Best Management Practices in restaurants. Staff will return to the City Council on September 13, 2004 with a Staff Report and proposed Resolution to establish the necessary permit, appeal, and other applicable fees that will necessitated by adoption of Ordinance No. 1526. The program would not commence until further outreach and discussion, development of a FOG Program Manual and submittal of the program requirements to the Regional Board by December 2004 AGENDA ITEM e c VP • Adoption of Ordinance No. 1526 re: Fats, Oils and Grease (FOG) Regulations City Council Staff Report August 9, 2004 FISCAL IMPACT: No impact.
