Director of Public Works /City Engineer SUBJECT: ZOETER SCHOOL SITE - FACILITY CONDITION ASSESSMENT SUMMARY OF REQUESTS: The proposed City Council action will adopt Budget Amendment 05 -02 for the additional Facility Condition Assessment of the Zoeter School site as requested by City Council. BACKGROUND: During the budget hearing in May of 2004, the draft Facility Condition Assessment of all City facilities including the Zoeter School Site was presented to the City Council. It was requested that an additional assessment of the school site be done to detect the presence of asbestos and Lead based paints. Through the City's research, it is not clear if these studies or remediation have been completed in the past. Under the abundance of caution, staff is recommending that these studies be completed. Staff has negotiated the cost of this survey with its existing Facility Assessment Consultant, TEC Engineering, Inc. and the estimated cost is $13,000. Staff is proposing to issue a task order under the existing contract with TEC Engineering, Inc. Assessment for the presence of asbestos will be collected and tested by State certified inspectors in accordance with Environmental Protection Agency and Air Quality Management District guidelines. Assessment for the presence of lead based paints will be modeled after the protocol outlined in the Department of Housing and Urban Developments document titled Lead -Based Paint. Findings of these assessments will be presented at a future City Council meeting in addition to the budget amendment request for all of the Facility Condition Assessment repairs. Upon notice to proceed for the City, the consultant is expected to complete the investigation within 60 days. i k FISCAL IMPACT: Budget amendment 05 -02 will increase general fund expenditure $13,000. The estimated fiscal year 04/05 year end undesignated general fund balance is $5,445,072. The proposed budget amendment will decrease the estimated ending general fund undesignated fund balance $13,000 to $5,432.072. RECOMMENDATION: It is recommended that the City Council adopt Budget Amendment for the additional Facility Condition Assessment of the Zoeter School site as requested by City Council Prepared By: Concur: 0111044 / Mark K.
