Danes, P.E., Director of Public Works /City Engineer SUBJECT: PUBLIC WORKS DEPARTMENT - WEST NILE VIRUS ACTION PLAN SUMMARY OF REQUEST: The proposed City Council action will receive and file the West Nile Virus action plan and adopt Budget Amendment 05 -03 for the City -wide public education flyer. BACKGROUND: The Public Works Department has prepared an action plan in response to the Orange County Vector Control District (OCVCD) recent information on the West Nile Virus. OCVCD has notified the County that the West Nile Virus through mosquito transmission is here in Orange County. The intent of this action plan is to develop a proactive public education campaign and a response plan to possible mosquito infestations within the public right of way and to mitigate issues related to the concerns of West Nile Virus. Residents can follow these simple steps: • • Check and adjust your sprinklers! If any water runs or sprays off your lawn, you are over - watering, and are creating a breeding ground for mosquitoes somewhere down your street. • Sweep up gutter debris such as dirt, soil, leaves, and green waste to help the water flow down the street and keeping the debris from entering our beaches. • Use a car wash to eliminate run -off or at the minimum use a shut -off nozzle on your hose to keep water use to a minimum. • Never dump construction materials such as cement, paint, thinners, and other debris into the gutter. • Call the City of Seal Beach Public Works Department (562) 431 -2527 ext. 317 to report contractors, gardeners or other residents dumping in the street, not cleaning up debris in - the street or over - watering. The Department will visit the site and take action. Eliminating sprinkler overwatering, and washing down of driveways will reduce the amount of water in the street. If there is less water in the street, there will be less ponding in the street thereby reducing the threat of West Nile Virus. Agenda Item �i By simply changing one or two individual practices at homes or businesses, the public can have a direct impact on reducing the spread of West Nile Virus, saving money on your water bill, reduce street deterioration caused by overwatering, reducing the dependence on imported water, and improving the water quality at the beach. The $5,000 will be used for the printing and mailing of a city -wide mailer explaining things the public can do help mitigate West Nile Virus. The City will also coordinate and use existing materials available from the OCVCD for private property concerns. • FISCAL IMPACT: • Budget amendment 05 -03 will increase general fund expenditures $5,000. The estimated end fiscal year 04/05 undesignated general fund balance is $5,432,072. The proposed budget amendment will decrease the estimated ending general fund undesignated fund balance by $5,000 to $5,427,072. RECOMMENDATION: Staff recommends that the City Council receive and file the West Nile Virus action plan and adopt Budget Amendment 05 -03 for the City -wide public education flyer. BACKGROUND •West Nile virus has been confirmed in several parts of the County through dead bird submissions, mosquito testing as catch and release bird blood samples. Orange County Vector Control District (OCVCD) is working to make people aware that there is a risk to being outside when mosquitoes are active, particularly at dusk. "OCVCD is recommending that when you are outdoors at dusk and evening hours you use personal protective measures. Wearing long pants and a long sleeved shirt along with an insect repellant containing "DEET" can prevent mosquitoes from biting. You need to take these actions to protect yourself and family from mosquito bites. Always follow label directions on the insect repellant container ". PUBLIC WORKS DEPARTMENT Public Education Plan o Newspaper— press releases • o Mailer — City -wide mailer o Cable TV — bulletin board o City Council — public presentation o Utility bills — quick notes on the bill o Notices — educational flyers and notice of violations o OCVCD — use of existing public education materials from the OCVCD Enforcement Plan o Residents can call the Public Works Department to investigate sites and report over - watering, (562) 431 -2527 ext. 317 o The Public Works Department will investigate sites, issue public education materials and issue notice of violations as required by the situation o If an emergency condition exists, the Department will clean the site o If a private property condition exists, the Department will contact the OCVCD (714) 971 -2421 Emergency Response Plan • o If an emergency response by the Public Works Department is warranted by a mosquito- breeding problem, the Department will respond by vacuuming the site and removing the water. o The Department will also follow up with a recheck within 2 days and public education material to be disseminated to surrounding residents. • Routine Procedure Plan o Sweep all City Streets twice per month and collect standing water at ponding locations. o Coordinate, work, and use existing public education materials available from the OCVCD. o Survey requested ponding area to determine if the ponding can be fixed in a future street repair project. 2of3 o 50/50 program is available enabling residents to move the priority up by participating in the cost.
