SUBJECT: AWARD OF PURCHASE ORDER CONTRACT: ON -SITE
SODIUM HYPO - CHLORITE GENERATION SYSTEM
SUMMARY OF REQUEST:
The proposed City Council action will adopt the attached resolution awarding a purchase order
contract for the purchase and installation of a new on -site sodium hypo- chlorite generation
system at the Bolsa Chica well to Sevem Trent Water Purification, Inc., and making the findings
that the purchase of replacement water equipment is exempt from bidding in accordance with
Section 1010 of the City Charter and Sections 3.20.025 and 3.20.045 of the City's Municipal
Code which provides for purchasing when utilizing a sole source vendor and when it would be in
the best interest of the City to dispense with standard bidding practices. The recommended
equipment is only available through one vendor and it is in the best interest of the City to
purchase this equipment to insure compatibility with the City's existing water chlorination
system and authorize the City Manager to execute the contract.
BACKGROUND:
In 1999, the City's Water Department switched from a chlorine gas method to chlorinate the
City's water supply to an on -site sodium hypo - chlorite generation system. On -site generation
provides the City the power of chlorine gas without the danger of storing or handling hazardous
materials while providing a safe, efficient and economical alternative. It operates automatically
requiring only water, salt and electricity. In order for the system more function more efficiently
and reduce the transporting of liquid brine from the other stations because of high water demand,
a new system is recommended.
Severn Trent Water Purification, Inc is the sole manufacturer and producer of the Chlotec
sodium hypo- chlorite generation system which is currently used by the City at all of its water
stations. Consequently, for maintenance integrity and operation, this work will be performed as a
sole- source negotiated contract allowing the maintenance staff to standardize the chlorination
system and provide better and more cost effective service to the rate payers.

FISCAL IMPACT:
Funds are currently available in the City's 5 -year Capital Improvement Program under the Water
Infrastructure Reserve, Project No. 50072. The estimated cost of the system $60,000.
RECOMMENDATION:
