Bahorski, City Manager SUBJECT: MANAGEMENT & MID - MANAGEMENT EMPLOYEES SUMMARY OF REQUEST: Adopt Proposed Resolution No. establishing wages and benefits for July 1, 2004 — June 30, 2006. BACKGROUND: The City has discussed benefit changes for fiscal years 2004 -05 and 2005 -06 for Management/Mid- Management non - represented employees. The last salary increase took place in January 2002. The terms agreed to are a two year contract, which includes a 3% across the board salary increase effective the first payroll in July, 2004, an 8% inequity adjustment for the Chief of Police, to correct a salary compaction problem, effective the first payroll in July, 2004, an $100 increase in medical cap per tier effective January 1, 2005, a 3% across the board salary increase effective the first payroll in July 2005, an increase in medical cap equal to the average increase of the Ca1PERS medical premiums for Orange County effective January 1, 2006 , a $75 monthly cellular phone allowance for Executive Management employees effective July, 2004 and an increase to the maximum vacation balance to 320 hours. The Pay for Performance Fund for Executive Management employees has been eliminated. FISCAL IMPACT: Approximate impact of providing a 3 %salary increase, an 8% inequity adjustment for the Chief of Police, an $100 increase in medical cap and a $75 monthly cellular phone allowance is an increase of $27,032 to the current budget for fiscal year 04/05. Approximate impact of providing a 3% salary increase, an increase in medical cap equal to the average medical premium increase effective January 1, 2006 and a $75 monthly cellular phone allowance is an increase of $47,967 to the current budget for fiscal year 05/06.
