SUBJECT: RENEWAL OF ONE -YEAR PARKING AGREEMENT
BETWEEN GRACE COMMUNITY CHURCH AND
CITY OF SEAL BEACH
Grace Community Church requested some language modification to the proposed Letter of
Agreement. The City Manager's Office has reviewed and concurred with the changes. Please
substitute the attached agreement for the one in your packet under Item G.
In addition, Grace Community Church has submitted a letter that states they accept the terms of
the new Letter of Agreement.

SUBJECT: RENEWAL OF ONE -YEAR PARKING AGREEMENT
BETWEEN GRACE COMMUNITY CHURCH AND
CITY OF SEAL BEACH
SUMMARY OF REQUEST:
This Letter of Agreement is a one -year renewal of the contract between Grace Community
Church, 138 Eighth Street, and the City of Seal Beach for use of the Eighth Street City Hall
permit parking lot by members of the church.
DISCUSSION:
At their last meeting, the City Council was asked to renew a one -year agreement between Grace
Community Church and the City of Seal Beach. City Council continued the item to the July 12
meeting. During the interim, staff discussed with Grace Church the issue of paying for the value
of the temporary or guest passes provided for in the renewal agreement.
Grace Community Church sent the attached letter stating that they believe that that have in effect
already paid for the temporary or guest passes through fees they paid in prior arrangements.
However, they do not want the ten passes to be a matter of contention and are willing to pay the
$14 each.
The attached agreement now reflects the additional cost of $140 (10 passes x $14). The term of
the renewal agreement is for one year commencing on July 1, 2004 and terminating on June 30,
2005.
As mentioned previously, Grace Community Church is still considering a future building
expansion of their facility. Parking privileges under this agreement does not absolve the
church's responsibility to meet any current or future parking requirements required under the
City's Municipal Code or General Plan provisions.

FISCAL IMPACT:
The City will receive $1,709.91 for parking privileges as described in the Letter of Agreement.
RECOMMENDATION:
Staff recommends City Council approve the Letter of Agreement between Grace Community
Church and the City of Seal Beach, for a one -year period from July 1, 2004 to June 30,2005, and
direct the City Manager to execute the contract.
