CLOSED SESSION
The city Attorney reported Council would meet in Closed
Session to discuss the potential sale or lease of the Zoeter
School site and give direction to the City's negotiators.
The Council adjourned to Closed Session at 8:36 p.m. The
Council reconvened at 9:29 p.m. with Mayor Risner calling
the meeting to order. The City Attorney reported Council
had discussed the matter previously reported.
ADJOURNMENT
By unanimous consent, the Council adjourned at 9:30 p.m.

The City Council of the city of Seal Beach met in regular
session at 7:05 p.m. with Mayor Risner calling the meeting
to order with the Salute to the Flag.

WAIVER OF FULL READING
Clift moved, second by Wilson, to waive the reading in

PROCLAMATIONS
Mayor Risner proclaimed the week of May 4th through May
10th as IIHire A veteran Week."
April 20 through 27, 1986 was proclaimed "National volunteers
Week" by Mayor Risner.
The Mayor proclaimed Saturday, May 10, 1986 as IIFire Service
Recognition Day."
Mayor Risner proclaimed wednesday, May 14, 1986 as "Day
of the Teacher."
May 18th through May 24th, 1986 was proclaimed "Seal Beach
Traffic Safety Week."
ORDINANCE NUMBER 1221 - ZONING TEXT AMENDMENT 1-86 -
RESIDENTIAL LAND USE DESIGNATION TITLES
ordinance Number 1221 was presented to Council for second
reading entitled "AN ORDINANCE OF THE CITY OF SEAL BEACH
CHANGING THE RESIDENTIAL LAND USE DESIGNATIONS IN THE ZONING I

CONSENT CALENDAR - ITEMS "L" THROUGH "UII
Councilmember WIlson requested Item "p" removed from the
Consent Calendar. Clift moved, second by wilson, to approve
the recommended action for items on the Consent Calendar,
except Item "p", as presented.

L. Approved the minutes of the regular meeting to
April 14, 1986.
M. Approved regular demands numbered 60450 through
60656 in the amount of $1,383,502.42, and payroll
demands numbered 20501 through 20658 in the amount
of $143,518.10 as approved by the Finance Committee,
and authorized warrants to be drawn on the Treasury 'I
for same.
N. Denied the claim of Jose Francisco Nava for damages
and referred same to the City's liability adjuster.
O. Denied claim of Lien N. Thai for damages and referred
same to the,City's liability adjuster.
Q. Rejected the bid awarded to Santa Ana Datsun on
April 14th in the amount of $17,604.48 for two
lifeguard vehicles, said bid amount submitted
in error, and awarded the bid for said vehicles
to Downey Toyota in the amount of $20,384.10,
and appropriated an additional $2779.62 from the
General Fund for said purchase.
R. Awarded the bid for project Number 572, pier
Restaurant Fixturization, to the sole bidder,
John C. Morrow, in the amount of $164,000, and
authorized the City Manager to execute the contract
on behalf of the City.
S. Authorized the City Manager to advertise for bids
for sewer equipment for the Naval Weapons Station
and Electric/Seal Beach Boulevard pump stations.

T. Declared certain City equipment to be surplus
and authorized the City Manager to advertise for
bids for the sale of said equipment.
u. Bids were received until 11:00 a.m., April 22,
1986 for projects 549 and 557, Reconstruction
of 2nd, 5th, 7th and 8th Street alleys, at which
time they were publicly opened by the City Clerk
as follows:

Awarded the contract for projects 549 and 557
to the low bidder, Silveri & LeBouef, in the amount
of $376,625.00, appropriated an additional $41,000
from the Water Fund for said alley projects, and
authorized the City Manager to execute the contract
on behalf of the city.

ITEMS REMOVED FROM THE CONSENT CALENDAR
ITEM lip" - SENATE BILL 300
The City Engineer reported $91,707.71 was allocated to
the city by recently approved Senate Bill 300 (Foran),
were received in December 1985, and designated for

rehabilitation of local streets and roadways, stating that
these funds, along with existing budgeted funds, are proposed
for reconstruction of Elder Avenue in College park East
and Loyola Circle in College park West. In response to
Council, Mr. Hemphill explained that soil material tests
had been made of streets that had been submitted under
the OCUTT program for funding, Seal Beach Boulevard, Lampson
Avenue, and Bolsa Avenue, Lampson Avenue being the only
project selected for funding, noting that improvements
to Bolsa Avenue is a priority project for future FAU funding.
Clift moved, second by Wilson to approve Item "p" as
recommended, budgeting the SB 300 funds for reconstruction
of Elder Avenue and Loyola circle, placing said funds in
Account 6899-82.

COUNCIL ITEMS
In response to Councilman Grgas, the City Engineer reported
that the beach sand berm will be lowered as soon as the
Telephone Company completes the moving of a line in the
area of the pier, expected to be accomplished this week.
The Acting City Manager reported the pier restaurant is
expected to be completed prior to July 4th. Councilman
Clift referred to a noticed press conference scheduled
for April 29th entitled "Seal Beach says, Send Bombs to
port Hueneme" and stating City and State officials demand
a response from Navy officials regarding an alleged 630
accidents involving atomic weapons over a period of twenty
years, and expressed his concern with the inference that
City officials have taken an official position on this
matter, stating he wished to disavow any interest in such
a statement. Mayor Risner stated she had no objection
to a press conference called by a member of the Council,
stating however that the Council should go on record to
not associate the City with this press conference, expressing
her concern with the use of City equipment and time for
this activity. Clift moved, second by Wilson, to direct
that no expenditure of City time or money be allowed for
this press conference.

and the public to attend the press conference, stating
the subject of the conference is of significant importance
to the community.

Session to discuss negotiations regarding purchase of the
zoeter School site, and a matter of pending litigation
pursuant to Government Code Section 54956.9(a) (Buzzard).. T~e
Council adjourned to elosed Session at 7:34,p.m.c The Counc~l
reconvened at 8:54 p.m. with Mayor Risner calling the meeting
to order, and the City Attorney reported Council had discussed
the matters previously reported.
