HomeMy WebLinkAboutCC Min 1986-05-20 5-20-86 Seal Beach, California May 20, 1986 I The City Council of the City of Seal Beach met in regular adjourned session at 7:00 o'clock p.m. with Mayor Risner calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Mayor Risner Councilmembers Brownell, Clift, Grgas, Wilson Absent: None Also present: Mr. Nelson, City Manager Mr. Joseph, Assistant City Manager Mr. Baucke, Director of Development Services Mr. Thomas, Finance Director Mr. Hemphill, Director of Public Works/ City Engineer Chief Picascia, Police Department Capt. Garrett, Police Department Sgt. Stearns, Police Department Chief Dorsey, Lifeguard Department Mr. Osteen, Recreation Department Mrs. Yeo, City Clerk I WAIVER OF FULL READING Wilson moved, second by Grgas, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: NOES: Brownell, Clift, Grgas, Risner, Wilson None Motion carried OATH OF OFFICE - COUNCILMEMBERS GRGAS, RISNER and HUNT The City Clerk administered the Oath of Office and presented a Certificate of Election to Victor Grgas, reelected as member of the City Council representing Councilmanic District One, Joyce Risner, reelected as Member of the City Council representing Councilmanic District Three, and Joseph Hunt, elected as Member of the City Council representing Councilmanic District Five, each elected to serve a full term of four years. Mr. Grgas, Mrs. Risner, and Mr. Hunt assumed their Council seats with congratulations from those present, and each expressed appreciation to family and friends for their support. Members of the Council conveyed their gratitude to Mr. Brownell for his service toward the betterment of the community, and offered their best wishes to him. COUNCIL REORGANIZATION I SELECTION OF MAYOR Mayor Risner declared nominations open for the position of Mayor. Councilman Grgas nominated Mr. Clift as Mayor. Grgas moved, second by Wilson, to declare nominations closed. AYES: NOES: Clift, Grgas, Hunt, Risner, Wilson None Motion carried Mr. Clift was unanimously declared Mayor of the City of Seal Beach for 1986/87 and assumed the Mayor's chair and gavel from outgoing Mayor, Mrs. Risner. Mayor Clift expressed 5-20-86 his appreciation to the Council for his selection as Mayor, and conveyed appreciation to Mrs. Risner for conscientiously fulfilling the duties of Mayor for the past year. SELECTION OF MAYOR PRO TEMPORE Mayor Clift declared nominations open for the position of Mayor ProTempore. Councilman Hunt nominated Mrs. Wilson as Mayor ProTempore. Hunt moved, second by Risner, to declare nominations closed. AYES: NOES: Clift, Grgas, Hunt, Risner, Wilson None Motion carried I Councilmember wilson was unanimously declared Mayor Pro Tempore for 1986/87. Mayor Clift presented Mr. Brownell with a gavel plaque in recognition of his Chairmanship of the Redevelopment Agency for 1985/86, and a City plaque commemorating his City Council membership for the past four years. Mr. Brownell expressed his appreciation to the Council and City staff. Mayor Clift presented a gavel plaque to Mrs. Risner in recognition of her service to the community as Mayor. RESOLUTION NUMBER 3600 - SIGNATURE AUTHORIZATIONS Resolution Number 3600 was presented to Council entitled lOA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA, SECURITY PACIFIC NATIONAL BANK, CROCKER BANK AND FIRST INTERSTATE BANK, AND AUTHORIZING ALTERNATE SIGNATURES AND RESCINDING RESOLUTION NUMBER 3595." By unanimous consent, full reading of Resolution Number 3600 I was waived. Risner moved, second by Wilson, to adopt Resolution Number 3600 as presented. AYES: NOES: Clift, Grgas, Hunt, Risner, Wilson None Motion carried ORAL COMMUNICATIONS Mayor Clift declared Oral Communications open. Councilman Grgas noted the time that each Council member devotes to their City Council responsibilities, and expressed appreciation to Mrs. Brownell for sharing her husband with the community. Mayor Clift announced that a brief reception would be held immediately following the meeting. There were no other communications; Mayor Clift declared Oral Communications closed.
