Crumby P.E., Director of Public Works SUBJECT: AWARD CONTRACTS FOR MARINA PARK AND MCGAUGH ELEMENTARY SCHOOL IMPROVEMENTS SUMMARY OF REQUEST: It is requested that the City Council: 1. Adopt Resolution No. 6083 awarding a construction contract for Marina Park basketball court and McGaugh Elementary School tennis courts resurfacing to ProSurface in the amount of $17,740; 2. Adopt Resolution No. 6084 awarding a construction contract for installation of backboards, rims, and brackets for the Marina Basketball Courts to Hondo Company, Inc. in the amount of $2,987; and 3. Adopt Resolution No. 6085 awarding a construction contract for lighting upgrades to Marina Basketball Court to Coast Electric in the amount of $4,224. BACKGROUND: At the September 13, 2010 City Council Meeting, a residential request was made to evaluate the condition of the basketball courts at Marina Park. A staff report was presented detailing the condition of the Courts on October 11, 2010. During that meeting, the City Council directed staff to obtain bids to resurface the basketball court, replace basketball units (rims, backboards, and bracing), and upgrading the lighting standards at Marina Park. On October 25, 2010 the City Council expanded the scope, of work to obtain similar bids for resurfacing of three tennis courts at McGaugh Elementary School. Staff sought competitive bids from qualified contractors to resurface the basketball and tennis courts, replace basketball units (rims, backboards, and Agenda Item A Page 2 bracing), and upgrading the lighting standards at Marina Park and McGaugh Elementary School. Aluminum Backboard & Accessories $ 3,750.00 Glass Backboard & Accessories $ 6,658.00 McGaugh Elementary School Tennis Court Resurfacing Contractor Bid Amount ProSurface $ 14,250.00 Taylor Tennis Courts Inc. $ 19,800.00 California Surfacing $ 17,500.00 The bidding of the Basketball Court and Tennis Courts resurfacing are combined. Staff recommends award of both resurfacing to ProSurface in the amount of Page 3 $17,740. It is important to note that this resurfacing is a surface coating applied to the pavement. It has a life of 2 -3 years. Cracks present in the pavement will come through the surface during this period. For the basketball court hardware staff solicited bids for Aluminum and Glass backboards. Hondo Company, Inc. is the low bidder for both types. In the Marina Park ocean salt air environment, staff recommends awarding the installation of Aluminum Backboards to Hondo Company in the amount of $2,987. Hondo Company performed the basketball court installation in 2008 at Bluebell Park. The lighting improvements include upgrade of lighting heads only at Marina Park. The bid for the lighting does not include running new electrical wire from the meter box to each fixture. Although the lights currently work, it will not be known whether this needs to occur until the lighting is installed. Staff recommends award of lighting improvement to Coast Electric in the amount of $4,224. This includes a budget of $2,000 in case wiring improvements are necessary. The City's inspector will be present during construction to verify if the wiring is necessary. If the wiring is not installed the construction will be installed for $2,224. All the contractors will have insurance, proper contractor license, and City business license to perform the work. The total cost for all improvements is $24,951. This work will be coordinated with the Los Alamitos Unified School District. FINANCIAL IMPACT: In December of 2008 the City Council allocated $2.0 Million to fund building and facility improvements throughout the City. As you know, we have extensive experience working on courts in similar conditions to yours. This experience has allowed us to develop the best methods to revamp and prolong the life and usefulness of basketball courts and other recreational surfaces. The following outline generally describes the steps required to surface your court: PREPARATION 1) SURFACE PREP — The areas to be resurfaced shall be pressure washed to remove all loose scale, debris, grime, and mildew as may be present. 2) CRACK REPAIR- All cracks shall be filled and leveled as required. SURFACE COATINGS 3) ACRYLIC RESURFACER/BASE COAT- Plexipave Brand Acrylic Resurfacer shall be applied. 60 mesh Silica Sand shall be mixed to the material in amounts as required to provide for the necessary finish before applying additional coatings. Acrylic Resurfacer is the best means for filling voids and blemishes before applying the color play coats. This coat will be used for the three -coat surfacing system. 4) ACRYLOTEX SPORT COAT- Two (2) Acrylotex surface coats will be applied. Acrylotex will be mixed with Plexicrome and water per manufactures specification to provide a surface for basketball play. With superior adhesion, Acrylotex is a slip resistant material known for its performance and durability on athletic surfaces. *NOTE: Foundation blemishing and structural conditions such as cracking, chipping, peeling/bubbling may not be permanently eliminated and can not be guaranteed. Court resurfacing and proper court maintenance is recommended to help contain defective court areas. LINING 5) LINING OF COURT- The court lines shall be measured to NCAA basketball specifications. The line areas shall be taped and painted with white acrylic paint per manufactures specs. 6) CLEAN UP- After all work is completed, the entire work area shall be left in a neat, clean and useable condition. THE PRICE FOR THE WORK AS DESCRIBED IS: Three coat Acylotex surfacing system Basketball court resurface $3,490.00 All work shall be in accordance with manufacturer's specifications. As you know, we have extensive experience working on courts in similar conditions to yours. This experience has allowed us to develop the best methods to revamp and prolong the life and usefulness of tennis courts and other recreational surfaces. The following outline generally describes the steps required to restore your courts. • FOUNDATION PREPARATION 1) DIAMOND GRINDING — The courts will be Diamond Grinded to remove all peeling, flaking and existing surface coatings which are not bonded to the court. Due to the severity of this problem on the courts, this step is mandatory for the surface coatings to properly adhere to the foundation. 2) CRACK REPAIR- All structural cracks and pop -outs areas will be treated and filled as necessary. All corrected court areas shall be checked to be level and true to surrounding court areas before the application of the surface coatings. 3) SURFACE SANDING- The courts will be sanded as required with a floor -type sanding technique. This procedure eliminates court blemishes, sands down all patched areas, and cracks which provides a flat surface before applying the surface coatings. SURFACE COATINGS 4) PRIMER COATING- A concrete - specific primer will be applied to the surface. The primer coating is essential before applying any acrylic surface coatings to the courts. This step is most important to properly bond materials to the concrete surface. 5) ACRYLIC RESURFACER COATING- Plexipave Brand Acrylic Resurfacer base -sand coat shall be applied. 60 Silica Sand shall be mixed to the material in amounts as required to provide for the necessary finish before applying the final color coatings. Acrylic Resurfacer is the best means for filling voids and pits on asphalt and concrete surfaces. *NOTE: Structural conditions such as cracking, chipping, peeling /bubbling are a result of the foundation and cannot be guaranteed. In most cases, pre- existing blemished court areas will return. Court resurfacing and proper court maintenance is recommended to help contain defective court areas. INITIALED 6) FINISH COAT PREP- Before any color coats are applied and in between each color coat, the courts shall be scraped, and swept or blown clean. This is important to insure each new coat is applied over an unblemished surface and will provide for the best finish product. 7) COLOR SAND COAT- The primary Plexipave color paint coating shall be applied. Color shall be mixed to the material in grades and amounts as required to provide a finish surface for medium/slow play. 8) FINISH COLOR CHROME COAT- After the courts have again been scraped and cleaned; the final Plexipave color chrome coat shall be applied. This coat will determine the speed of the tennis courts. LINING 9) LINING OF COURTS- The court lines shall be laid out to USTA tennis specifications. The line areas shall be taped and painted per manufactures specs. 10) CLEAN UP- After all work is completed, the entire work area shall be left in a neat, clean and useable condition.
