HomeMy WebLinkAboutCC AG PKT 2010-12-13 #I AGENDA STAFF REPORT DATE: December 13, 2010 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Linda Devine, City Clerk SUBJECT: BOARDS, COMMISSIONS, COMMITTEES SUMMARY OF REQUEST: 1) Accept the resignation from David Rosenman as a member on the City Tree Advisory Board; 2) appoint Paul Christianson, District 4 representative to CTAB; and 3) establish a Re- districting Committee (appointments to be made after the City receives the 2010 census report). BACKGROUND: 1) City Tree Advisory Board: The CTAB was formed in September 1996 (Resolution No. 4500). A City Tree Advisory Board was established comprised of citizens and others with an interest in tree preservation and /or established technical /professional expertise. The City Tree Advisory Board shall consist of members appointed by the City Council who have an interest, knowledge or expertise in the physical and aesthetic environment of the City. The Director of Public Works shall provide staff support to the City Tree Advisory Board, shall appoint a Tree Manager and shall call the meetings as deemed necessary. The City Tree Advisory Board shall provide assistance to the City Council in the development of the City's Street Tree Preservation and Improvement Plan. 2) Committee - Study and Report Re- Districting: According to the City Charter - SECTION 515. Councilmanic Districts. The five (5) members of the City Council shall be elected by districts, the boundaries of which shall be as defined by ordinance adopted by the City Council. In 1980 and each tenth (10th) year thereafter, the City Council shall appoint a committee to study and report to the City Council on the advisability of redistricting the City. Upon receipt of any such committee report, and at any other time deemed necessary or desirable in order that the district boundaries be in accordance with constitutional requirement, fair and logical, the City Council may by ordinance change and redefine the boundaries of any or all of such Agenda Item 1 Page 2 districts. The boundaries so defined shall be established in such manner that the district shall, as nearly as practicable, constitute natural areas of contiguous and compact territory and provide fair representation on the City Council. Any territory hereafter annexed to or consolidated with the City shall, at the time of such annexation or consolidation, be added by ordinance of the City Council to any adjacent district or districts. (Amended 1974) FINANCIAL IMPACT: None RECOMMENDATION: 1) Accept the resignation from David Rosenman as a member on the City Tree Advisory Board; 2) appoint Paul Christianson, District 4 representative to CTAB; and 3) establish a Re- districting Committee.
