SUBJECT: NOTICE OF COMPLETION FOR 2010 ANNUAL
CONCRETE REPAIR PROGRAM PROJECT NO. ST1007
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6095 to formally accept
completion of the 2010 Annual Concrete Repair Program Project No. ST1007,
direct the City Clerk to file a "Notice of Completion" with the Orange County
Clerk- Recorder within ten (10) days from the date of acceptance and to release
retention in the amount of $14,347.86 in 35 days.
BACKGROUND:
On June 14, 2010, City Council awarded a contract to Golden State
Constructors, Inc. for the 2010 Annual Concrete Repair Program Project No.
ST1007 in the amount of $119,945.00.
The 2010 Annual Concrete Repair Program involved the repair of sidewalks, curb
& gutter, driveways and installation of new access ramps throughout the City.
The access ramps are necessary to provide pedestrian access in accordance
with the American Disability Act (ADA).
Several change orders were encountered on the project, all were requested by
• the City during construction. In an attempt to save trees numerous sidewalk
replacements added root shaving /root removal prior to replacement of the
concrete. This addition was made by the City's arborist after the roots were
exposed. Additional change orders included installation of 40 truncated domes
(on curb ramps ADA compliant), sandblasting on selected existing curbs
(removal of asphalt tack coating), tree and stump removals, reforming, and
adjusting exiting pavers to accommodate new sidewalk elevations.
The contractor did a great job meeting the City's expectations, addressed
resident concerns that arose during construction, and completed the construction

on time. The project is now complete with the satisfaction of the City Engineer
and recommends formal acceptance of the project.
ENVIRONMENTAL IMPACT:
This project has complied with all requirements of the California Environmental
Quality Act (CEQA).
FINANCIAL IMPACT:
In the 2009/10 Adopted Budget, $200,000 was allocated for the 2010 Annual
Concrete Repair Project No. ST1007. During the FY 2008/09 Annual Concrete
Rehabilitation project $40,000 was spent out of the 2009/10 budget to capitalize
on competitive pricing leaving a balance of $160,000. On June 14, 2010, a
contract was awarded in the amount of $119,945.00. Below is a breakdown and
summary of current expenses for the project:

The total cost of amount paid to Golden State Constructors, Inc. for the work
performed is $143,478.00.
RECOMMENDATION:
It is recommended the City Council adopt Resolution No. 6095 to formally accept
completion of the 2010 Annual Concrete Repair Program Project No. ST1007,
direct the City Clerk to file a "Notice of Completion" with the Orange County
Clerk - Recorder within ten (10) days from the date of acceptance and to release
retention in the amount of $14,347.86 in 35 days.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR 2010 ANNUAL CONCRETE REPAIR
PROGRAM PROJECT NO. ST1007
WHEREAS, on June 14, 2010 the City of Seal Beach entered into a contract with
Golden State Constructors, Inc.; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1. That the work required to be performed by said Contractor has
been completed.
Section 2. That the total cost of amount to be paid to contractor for the work
performed is $143,478.
Section 4. That the work is hereby accepted and approved.
Section 5. It is further ordered that a "Notice of Completion" be filed on behalf
of the City in the Office of the Orange County Recorder within 10
days of the date of this resolution.
