SUBJECT: PLANS AND SPECIFICATIONS FOR THE ENERGY
EFFICIENCY UPGRADES FOR CITY FACILITIES
PROJECT
SUMMARY OF REQUEST:
The City Council is asked to approve the plans and specifications for the Energy
Efficiency Upgrades for City Facilities Project and authorize the solicitation for
bids.
BACKGROUND:
As part of the American Recovery and Reinvestment Act, the Federal
Department of Energy has implemented the Energy Efficiency and Conservation
Block Grant Program (EECBG), which provides non - competitive formula grants
and competitive grants to U.S. local governments, states, territories, and Indian
tribes to fund programs and projects that improve energy efficiency and reduce
energy use and fossil fuel emissions.
On June 30, 2010 the California Energy Commission received and approved 208
• individual grant awards to eligible small cities, small counties, and lead
collaborative applicants. The City of Seal Beach has been awarded $131,827 as
part of the non - competitive formula grant process.
Assisting the City with the strict grant process, staff solicited the State's
recommended consultant, Energy Innovations Group (EIG), LLC, is providing
professional services in preparation of the grant and administration from the
beginning to end.
The energy saving project consisting of upgrades to interior and exterior lighting,
replacement of HVAC units and air handlers, installing variable frequency drivers
(VFD) on chilled water pumps, and install window film at various City facilities:

• Public Works Yard — 1776 Adolfo Lopez Drive, Seal Beach, CA
If the costs of the projects in their entirety exceed the amount of the grant funds
then staff will implement the projects that make best use of the funds.
Under the California Environmental Quality Act Title 14, Article 19, this project is
categorically exempt. The plans and specifications have been completed and
approved by the City Engineer, and is ready to solicit bids for the project. The
plans and specifications are available for review in the City Engineer's office.
FINANCIAL IMPACT:
There is no cost to the city, the project is 100% completely funded through
EECBG. The consultant EIG understands if the grant is not secured with the
EECBG, the City shall not compensate EIG for any services.
RECOMMENDATION:
It is recommended City Council approve the plans and specifications for the
Energy Efficiency Upgrades for City Facilities Project and authorize the
solicitation for bids.
