The first action will be to select the Mayor for 2011. The newly selected Mayor will then preside over conducting the selection of the Mayor Pro Tem. (City Charter - Section 404) Annually the Seal Beach Redevelopment Agency, by the members of the Agency, selects an Agency Chairman and Vice Chairman. (RDA By -Laws - Article II sections 3 and 4) RECOMMENDATION: 1) City Council: Re- organization of City Council - Selection of Mayor and Mayor Pro Tempore. 2) Redevelopment Agency: Re- organization of Redevelopment Agency - Selection of Chair and Vice- Chair. The City Council has the following options: 1. Appoint a person with City Manager experience as Interim City Manager 2. Appoint a current City employee as Acting City Manager 3. Hire a recruiting firm to assist in the process of locating a new City Manager 4. Appoint two Council Members to serve on an ad -hoc subcommittee 5. Defer action until January 6. Take any of the above options, either singly or in combination. BACKGROUND: Periodically, city managers leave their cities. The City of Seal Beach has had five city managers since 1990. (Five managers over a 20 year span is either better than, or, in the very least, consistent with the norm in California.) Faced with the departure of its chief administrative officer, a city council may employ different methods in selecting a replacement. Historically, Seal Beach has employed each of the methods listed above, often in conjunction with one or two of the other methods. For example, in 2006 -2007, the Council initially appointed the then - current Director of Public Works to serve as acting city manager, hired a recruiting firm, then appointed a retired city manager as the interim city manager. In the 1990s, the city council immediately hired a retired city manager to serve as the interim city manager. Historically, the Mayor has appointed two council members to serve on an ad -hoc council subcommittee to interact with the recruiting firm. However, on one occasion, the Mayor appointed a subcommittee in lieu of hiring a recruiting firm. As of December 7, 2010, three to four retired city managers have expressed an interest in serving on an interim basis, and the City has received a number of proposals from recruiting firms. In light of this information, we recommend that the City Council recess the open session for a closed session. Agenda Item 1
