MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF SEAL BEACH/LOS ALAMITOS RACES,
THE CITY OF MORENO VALLEY, AND
THE 440 UHF REPEATER COORDINEE MIKE BOX
REGARDING THE AMATEUR 440 UHF REPEATER SYSTEM
OPERATING ON 449.300 MHz TRANSMIT AND 444.300 MHz RECEIVE WITH A PL 103.5 Hz
June 23, 2010
This MEMORANDUM OF UNDERSTANDING (MOU) is between the City of Seal Beach, the City of
Moreno Valley, both of whom have RACES (Radio Amateur Civil Emergency Service) organizations,
both organized under Part 97 of the FCC Rules and Regulations as listed in Title 47 of the Code of
Federal Regulations and Mike Box, Coordinee of the N6BOX repeater operating on the referenced
frequencies.
WITNESSED THAT:
WHEREAS, the City of Seal Beach /Los Alamitos RACES desires to install and operate its own 70 cM
Amateur Radio Repeater on top of Boeing Building 80 in Seal Beach, CA, and,
WHEREAS, the City of Seal Beach/Los Alamitos RACES has been unable to effectively communicate
with the local ARRL (Amateur Radio Relay League) coordinating agency for Southern California,
SCRRBA (Southern California Repeater and Remote Base Association) to reach that end, and
WHEREAS, the City of Seal Beach/Los Alamitos RACES has done an extensive search for an available
frequency pair that would not interfere with other coordinated Repeaters and has settled on a pair at
449.300 MHz transmit and 444.300 MHz receive with a Private Line Code (p1) of 141.3 Hz, and
WHEREAS, Mike Box coordinates a Repeater with that same frequency pair, 449.300 MHz transmit and
444.300 MHz receive, but with a pl of 103.5 Hz, with the call sign of N6BOX, and at a distance of
approximately 50 statute miles from the proposed Seal Beach Repeater , and

WHEREAS, the City of Moreno Valley owns all the repeater equipment and holds the lease for the
repeater system site, and
WHEREAS, Mike Box and the City of Seal Beach/Los Alamitos RACES have done testing from the
proposed City of Seal Beach Repeater site to ensure that the City of Seal Beach/Los Alamitos RACES
Repeater will not cause harmful interference to the Repeater, and
WHEREAS, the City of Seal Beach /Los Alamitos RACES has done extensive calculations to confirm the
results of the test conducted between the City of Seal Beach/Los Alamitos RACES and Mike Box, on
Saturday, February 14, 2009, and has transmitted same to Mike Box, and
WHEREAS, the topography is such between the City of Seal Beach/Los Alamitos RACES proposed
Repeater location and the N6BOX Repeater that it further reduces the possibility of interference, and
WHEREAS, the City of Seal Beach/Los Alamitos RACES and N6BOX repeater were formed to provide
backup communications to their respective served agencies during times of disasters and have similar
goals, cooperation on this matter is deemed in the mutual interest.
NOW, THEREFORE, the parties hereto agree as follows:
1. The City of Moreno Valley and Mike Box recognize that the City of Seal Beach /Los Alamitos
RACES will operate a low power repeater on their coordinated frequency of 449.300 MHz transmit,
444.300 MHz receive, but with a different pl. Initially the City of Seal Beach/Los Alamitos RACES
will use a pl of 141.3 Hz.
2. The City of Seal Beach/Los Alamitos RACES acknowledges that the above recognition and this
MOU in no way reduces or forfeits the City of Moreno Valley's primary interest in the N6BOX
Repeater and the associated transmit/ receive frequencies.
3. The City of Seal Beach/Los Alamitos RACES agrees not to cause interference to the N6BOX
Repeater, special atmospheric conditions excepted, such as tropospheric ducting or other very
unusual atmospheric conditions (any interference will be resolved via FCC Part 97 rules, paragraph
97.205(c)).
4. Nothing in this MOU shall limit the ability of either party to use any means of radio communication
at its disposal to provide essential communication needs in connection with the immediate safety of

human life and immediate protection of property when normal communications are not available in
accordance with FCC regulations under parts 97.403 and 97.405.
GENERAL PROVISIONS
1. The parties shall maintain open communications, cooperation, and support in furtherance of their
mutual goals and objectives.
2. This MOU may be amended only with the written consent of both parties.
3. The parties assume joint responsibility for the form and composition of this MOU, and no provision
of this agreement shall be construed presumptively for or against either of the parties.
4. Each party reserves the right to nullify this MOU upon 30 -days written notice from either party.
5. This MOU shall take effect upon the signature of all parties listed in the signature block contained
herein and shall remain in effect for five (5) years from the date of signature.
6. The terms, conditions, provisions and agreements contained herein shall be binding upon both
parities and their successors.
