Crumby P.E., Director of Public Works SUBJECT: APPROVE CHARGING STATIONS FOR PLUG IN ELECTRIC VEHICLES SUMMARY OF REQUEST: It is requested that the City Council authorize installation of three (3) Electric Charging Stations. BACKGROUND: In 1998 the City of Seal Beach installed three charging stations for electronic vehicles in the City. Two of the stations were installed within the Eighth Street Beach Parking Lot. The final station was installed within the Police Department parking lot. The installation of those stations was funded by the State of California. Those stations were used initially, but the use tailed off. Electronic vehicles were not successful at that time as the auto manufacturers all had proprietary charging systems that were not compatible. The City had two electric vehicles in it fleet at that time. Those vehicles have since been replaced with Hybrid Ford Escapes. In 2005 the City of Seal Beach removed the charging stations at the Eighth Street Beach lot. These charging stations were removed due to lack of use. The Charging station at the Police Department (Essential Facility) is no longer in use as the parking lot has been enclosed with security fencing. There has recently been a resurgence of Electric Vehicles. Auto manufacturers such as Nissan (Leaf), General Motors (Volt), and BMW (Mini), are producing plug in electric vehicles. These are in addition to the numerous models of hybrid vehicles (eg. Toyota Prius) that are for sale. Whether vehicles are plug in electric or hybrid the charging stations and connectors have been standardized and made universal (J1772 plug). Due to this increased interest level, staff has been investigating grant opportunities for installation of new charging stations, specifically in operating Agenda Item D Page 2 several charging stations in Old Town. In October of 2010 the department attended an EV101 conference at UCLA. During this conference there were presentations made by auto manufacturers, and charging station manufacturers. It is thought that these chargers will bring increased traffic to the Main Street businesses. Two sites have been chosen in Old Town for the charging stations. The first location is in the 8th Street Beach Parking Lot. For this site the installation cost will be drastically reduced as the infrastructure will be reused (power supply, foundation, conduits, etc.) from the two old stations. Since those two stations were removed in 2005, those parking spaces have been used for general parking. The second location is to add one charging station in the Main Street Parking Lot located at 120 Main Street. This location will be convenient for electric vehicle users and a power supply is located in lot for lighting and landscaping. The spot chosen is directly in front of the power supply. Parking in both of these lots is metered. The 8 Street lot is not typically completely full, and the Main Street Lot is not typically used until the free parking on Main Street taken. Transition of these three parking spaces from general parking to electrical vehicle parking is not anticipated to significantly affect parking on Main Street. There are currently two charging station manufacturers that are approved by the California Energy Commission (CEC). This approval has allowed these two manufacturers to obtain grants that allow their facilities to be installed. A third company is obtaining approval. Staff from the City Manager's Office, Administrative Services Department, and Public Works interviewed all three companies. The interviews were setup to determine which company has the best product, could install the new charging stations, and operate the stations with a point of sale system that allows for cost recovery of expenses and lost revenue for the parking spaces. The new chargers have several charging settings. Level 1 charging is at 110 Volts and typically takes 24 -48 hours to charge a vehicle. Level 2 Charging operates at 220 Volts and takes 4 -8 hours to charge. Level 3 charges even faster, but is not available in the charging stations and requires an attendant be present at the charging station. The State has a law prohibiting resale of electricity, so the City cannot pass through the cost of the electricity in this fee. A brief description of the companies and features is as follows: General Electric: General Electric is introducing charging stations in the second quarter of 2011. Currently none of these stations have been installed. The stations have the most aesthetic appeal with a retractable cord and heated face plate. General Electric has not had their product approved by the CEC. They offer no assistance with the cost of the installation. They have a point of sale system that will allow the user to fund the cost of the installation in addition to the cost recovery of the charger. Their system can charge at Level 1 or 2. Page 3 Clipper Creek, Inc. Clipper Creek installed the previous charging stations in Seal Beach. They have a new product that meets all of the requirements for the new plug in electric vehicles. The charging stations operate a level 1 or 2. In fact they can install a charger that will charge two vehicles simultaneously. They do not have a point of sale system, but are working out deals with third party vendors to provide this service. They did not have a vendor present for the interview. They have secured a grant with the State of California that will allow Clipper Creek to provide one charging station to the City. This charging station has to be installed in the same location as the old Clipper Creek chargers'. The cost of the installation is not included with the grant. Coulumb Technologies Coulumb Technologies has a new charger that meets all of the requirements for plug in electric vehicles. The charging stations have the ability to charge at level 1 or 2. They also have the ability to charge two vehicles simultaneously. The charging stations have point of sale systems that can meet all of the City's requirements. Additionally, the system can be set up so that when a vehicle is done charging or the allocated time is expired the charger will send a text message to the owner and parking control officer (CSO). Coulumb Technologies has secured grants with the State and Federal Government and can get three chargers provided for the City. The City will need to perform the installation of the chargers. Two of the chargers can be installed at the Eighth Street Beach Parking Lot and the third will be at the Main Street Parking Lot. Coulumb Technologies has recommended Clean Fuel Connection as a certified installer that has installed their product locally. Clean Fuel Connection has quoted to the City that they can install the two chargers in the Eighth Street Beach Parking lot for $4,000 each. This assumes that the wiring from the old chargers is still working. If new wires need to be pulled the installation would increase to $5,000 per unit. The charger in the Main Street (120 Main Street) parking lot will need a conduit installed from the power source so the installation is $5,000. Staff is recommending approval of a budget of $15,000 for the installation. ENVIRONMENTAL IMPACT: This project complies with all requirements of the California Environmental Quality Act and is found to be Categorically Exempt under Section 15303 (D). FINANCIAL IMPACT: Funds have not been budgeted for this action. Staff recommends the shortfall to be funded through the designated $2.0 million General Fund Balance for Building and Facilities. Budget Amendment No. 11 -07 -01 (item G) transfers funds from the $2.0 million General Fund Balance for Building and Facilities to the Capital Improvement Contract Professional Services account — 045 - 333 - 44000.
