Crumby, Director of Public Works SUBJECT: SEAL BEACH BOULEVARD WIDENING AT NORTH GATE ROAD PROJECT NO. 49750 SUMMARY OF REQUEST: It is requested that the City Council approve the plans and specifications to widen Seal Beach Boulevard at North Gate Road and authorize the solicitation for bids. BACKGROUND: The Orange County Transportation Authority (OCTA) is currently under construction with the West County Connector (WCC) Project. This project will widen the 1 -405 freeway and add carpool lane connectors for the 1 -605 Freeway, 1 -405 Freeway, and SR 22 Freeway. The Seal Beach Boulevard Bridge will need to be taken down and reconstructed as the length of the bridge will not accommodate the new width of the freeway. The bridge is currently two lanes in both the north and south directions. Typically when this situation occurs, OCTA has replaced the bridge with a new bridge that has a similar lane configuration. The City of Seal Beach has successfully lobbied OCTA to replace the bridge with a new bridge that has three lanes in each direction matching the OCTA Master Plan of Arterial Highways. This will be done at no cost to the City of Seal Beach. OCTA will not however be improving Seal Beach Boulevard north of Old Ranch Parkway or South of North Gate Road. At the conclusion of the West County Connectors project the new alignment of Seal Beach Boulevard will not match the existing layout of the street. This will create a bottleneck situation and could potentially create unsafe conditions. Foreseeing the need for improvements staff applied for several OCTA competitive grants to fund improvements outside of the West County Connectors project area. The City of Seal Beach has been successful in securing OCTA competitive grants in the amount of $1,048,690 to fund these improvements. Agenda Item L Page 2 These competitive grants have a city matching component. The City of Seal Beach has budgeted Traffic Impact fees to cover this matching component. Seal Beach Boulevard in the northbound direction approaching 1-405 FWY ramp at North Gate Road (Beverly Manor Road) currently has one left turn lane, two through lanes and one right turn only lane. Seal Beach Boulevard needs to be widened in this area to one left turn lane, three through lanes, and one right turn lane. This widening will primarily lie within Caltrans property. This triggers meeting all of Caltrans requirements. At the August 9, 2010 City Council Meeting, Council approved a design contract with RBF, a private engineering firm, to•prepare plans and specifications for the above described work and obtain a Caltrans permit. The plans are now complete and the City Engineer has approved them. Staff now seeks solicitation of bids for construction. In conjunction with the approval of these plans and specifications, at the September 19, 2010 City Council Meeting, Council approved plans and specifications for the project on Seal Beach Boulevard from St. Cloud to Old Ranch Parkway. Staff intends to advertise both of the Seal Beach Boulevard projects north and south of the freeway ( "CITY PROJECT ") concurrently to minimize the construction impacts with the WCC Project ( "BRIDGE PROJECT "). The estimated construction timing of the CITY PROJECT will be completed by September 2011. The BRIDGE PROJECT will completed by December 2013. The lapse between construction time is approximately 2 years. In order for the CITY PROJECT and BRIDGE PROJECT to be completely tied into the final improvement, the CITY PROJECT will have the street widened with temporary lane striping to match current conditions on the bridge for approximately 2 years. Once the BRIDGE PROJECT is complete, the BRIDGE PROJECT's contractor will tie into the CITY PROJECT to complete all of the improvements. The plans and specifications have been completed and approved by the City Engineer and staff is ready to solicit for bids. Plans and specifications are available for review in the City Engineer's office. FINANCIAL IMPACT: In the 09/10 Budget $2.5 million has been allocated for the Seal Beach Boulevard Widening Project No. 49750. Of the $2.5 million, $2,243,707 has been previously allocated with the following breakdown: Page 3 $1,869,017 has been allocated to Cooperative Agreement No.0 -9 -0631 with OCTA for the Seal Beach Boulevard Bridge Widening as part of the WCC Project. $158,184 was for a design contract with Kimley -Horn and Associates to prepare plans and specifications to widen Seal Beach Boulevard from Old Ranch Parkway to St. Cloud. This widening will remove the bottleneck after the WCC Project is completed. $189,506 was for this design contract with RBF to prepare plans and specifications to widen Seal Beach Boulevard at North Gate Road. In combining both the OCTA Cooperative Agreement No.0 -9 -0631 of $1,869,017, Kimely Horn design contract of $158,184 and $189,506 it totals to $2,243,707. The difference in the budgeted amount of $2,500,000 and total combined cost of $2,243,707 is $256,293 which remains in the budget. The engineer's estimate for this project on Seal Beach Boulevard at North Gate Road is $525,000. The City has been awarded an OCTA Measure M Grant for $2,097,380 for the CITY PROJECT. There are sufficient funds to cover both projects. RECOMMENDATION: It is requested that the City Council approve the plans and specifications to widen Seal Beach Boulevard at North Gate Road and authorize the solicitation for bids.
