SUBJECT: APPROVE OLD TOWN STREET STRIPING
MODIFICATIONS
SUMMARY OF REQUEST:
It is requested that the City Council approve street striping modifications in Old
Town Seal Beach and authorize staff to proceed with installation of
improvements.
BACKGROUND:
OId Town Seal Beach has narrow streets that were constructed over 50 years
ago. Every available parking space in Old Town is needed and used. Personal
vehicles have become wider since these streets were constructed and have
therefore reduced the width of the driving lane.
In July of 2010 the Orange County Fire Authority (OCFA) notified the City
regarding difficulties in responding to service calls in OId Town. The issues
include a lack of street width, and insufficient room at intersections to make turns.
The numbered streets between 13 Street and 17 Street are all 24 -foot wide
one way streets with parking allowed on both sides of the street. A similar width
condition exists on Landing Avenue where a 28 -foot wide street has two way
traffic with parking allowed on one side of the street. Additionally, the
intersections of these numbered streets with Landing Avenue and Electric
Avenue are narrow.
A series of community meetings were held to discuss alternatives and solutions
regarding street width in OId Town. Notices for these meetings were posted in
local newspapers, at City Hall, and mailed to the residents between 12 and Seal
Beach Boulevard north of Electric Avenue. Meetings were held in the City
Council Chambers on August 10 September 20 and November 15 Each
meeting was well attended by the public. The City was represented by the City
Manager's office, Public Works, Development Services, Police, and OCFA.

Numerous solutions were discussed including street widening and
implementation of permit parking. Street widening was not pursued due to cost
of construction and a desire of the community to keep the parkways intact.
Permit parking is not being considered at this time due to the necessity of
acquiring Coastal Commission approval to implement permit parking within the
Coastal Zone. The action most favored by the community and staff is as follows:
On the numbered streets where street width is a problem, install a 4 -inch white
line seven and a half feet from the face of the curb. Vehicles will not be allowed
to park extending over the line into the travel way of the street. Any vehicle that
extends beyond this white line will receive a parking citation. This will preserve a
travel lane of 9 -feet in the center of these streets. OCFA's Fire Engine has a
width of 100 - inches (8 -feet, 4- inches). This will be a tight fit, but OCFA has
assured the City that they will be able to respond to calls if provided 9 -feet in
width of the travel lane.
For intersections parking will not be allowed, and red curbs will be painted 20-
feet beyond the limit of all intersections. On November 23, 2010 the City closed
the intersection of Landing and 17 Street. OCFA brought in their Fire Engine
and verified that these red curbs will allow sufficient room to make these turns.
These proposed improvements will be installed within the area bounded by 12
Street, Seal Beach Boulevard, Electric Avenue, and Pacific Coast Highway. A
similar situation exists south of Electric Avenue. A similar process will be
undertaken in that area in 2011 with public meetings and recommendations
brought to the City Council for approval.
Bids have been solicited for installation of the striping from companies that have
performed well for the City in the past. Additionally, the City attempted to invite
local companies to submit bids for the work. A list of the bids is as follows:

It is anticipated that if approved installation of striping and red curbs will occur in
February of 2011.
ENVIRONMENTAL IMPACT:
This project complies with all requirements of the California Environmental
Quality Act and is found to be Categorically Exempt under Section 15301 (C).

FINANCIAL IMPACT:
Funds have not been budgeted for this action. A budget adjustment will be
coming forward transferring funds from the Gas Tax fund to the capital
improvement contract professional services account — 045 - 333 - 44000. .
RECOMMENDATION:
It is recommended that the City Council approve parking modifications to Old
Town Seal Beach and authorize staff to proceed with installation of striping
improvements.
