Laszlo, 4480 Candleberry Avenue, Seal Beach Oscar Brownell, 13261 Southport Lane, 184-F, Seal Beach Victor Grgas, 216 - 15th Street, Seal Beach Joyce Risner, 845 Driftwood Avenue, Seal Beach NOTICE IS HEREBY GIVEN that Willemke Vanderstaay as Mayor and presiding officer of the City Council of the City of Seal Beach hereby calls and gives notice of a Special Meeting of the Seal Beach City Council to be held and convened at the hour of 6:00 p.m., Monday, January 31, 1983 in City Council Chambers, 211 - 8th Street, Seal Beach, California, to discuss and consider the emergency situation and storm damage caused I in the recent storm, and to take any measures or action that may be deemed necessary to deal with such emergency or damage. Yeo, City Clerk City of Seal Beach WAIVER OF FULL READING Risner moved, second by Grgas, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the I reading of such ordinance or resolution. AYES: Browne.ll, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried Councilman Grgas reflected on the damages and personal losses incurred by the City and the residents of District One as a result of the 1-31-83 I recent storm, commended the Public Works, Police and Lifeguard Departments for the manner in which their duties were performed, expressed appreciation to the Orange County Fire Department, the County Sheriff's Department, the County Sheriff's Department, Highway Patrol, Red Cross, Police Departments from Los Alamitos, Long Beach, Huntington Beach, Westminster and Fountain Valley and the numerous volunteers assisting during the emergency, and urged community support and cooperation during the recovery. The City Manager presented an assessment of damages to public and private properties during the recent storm, estimated by the Orange County Fire Department to be eleven million dollars. The City Manager reported that an early structural evaluation for reconstruc- tion of the pier based upon the apparent pier damages has been estimated between $500,000 and $750,000 or $3,000,000 if it were necessary to rebuild the entire pier. The City Manager also reported damages to each of the three beachfront parking lots and to the greenbelt. Mr. Parker stated the staff is endeavoring to compile costs incurred during the emergency which will include overtime, equipment rental, as well as charges from the County and other agencies. With regard to private property, Mr. Parker referenced the Red Cross assessment showing two hundred fifty six residences with minor damage, sixty with major damage, and two apartment units destroyed. The City Manager reported that debris cleanup has begun and will continue throughout the week, however the sand build up on Seal Way will remain for about another week or until this series of storms have passed, and he will be requesting authorization to obtain a structural engineer to evaluate the pier damages. The City Manager stated the County has requested the Governor to declare Orange County a disaster area, that the EMA and the Orange County H/CD are investigating low interest loan programs, and that the Town & Country Bank and Bank of America are making loans available for affected property owners. Mr. Parker stated that all possible sources of financial assistance for repair of the pier will be pursued. Councilmember Risner reported that pursuant to discussions with Assemblyman Dennis Brown this date, she was informed that the Governor I I 1-31-83 was expected to declare Orange County a disaster area before days end and in turn request a Federal declaration by the President. Mrs. Risner reported that upon such declaration, money will become avail- able for repair of certain public facilities, as will low interest loans through the Small Business Association. The City Manager reported that all City departments and outside agencies are prepared and on alert should further emergency actions be necessary, that the sand berms will remain in place at Surfs ide and on the main beach, that pumping of water will continue in the Surfside area and that the pier stub will be cordoned off with fences for public safety. Mr. Parker reported that the utility companies are attempting to restore all services, that public inquiries should be directed to the City Clerk and that public information will be provided to the media by the City Manager. Mr. Parker reported that two hundred twenty full time personnel from other agencies and City staff of one hundred sixteen provided assistance during the emergency, that letters of appreciation will be sent and that the Council will also be requested to recognize these persons. The City Manager reported for the record that the City will experience an estimated $100,000 annual revenue loss while the pier is out of operation. Barbara Lohman, Red Cross representative, provided a brief summary of Red Cross operations since the disaster began which included the services of 140 volunteers who donated their time to serve 4600 meals to victims and workers, provide clothing, medication and shelter when necessary. Ms. Lohman reviewed the Red Cross damage assessment, reported the Red Cross service center is now open at Zoeter School from 9:00 a.m. to 7:00 p.m. each weekday and will be for as long as necessary, noting that Red Cross services are provided without cost to the victim. The City Manager mentioned that the California Conservation Corps have offered their services for clean-up in the Surfs ide area, the only expense to the City being a minimal cost of equipment rental; and noted appreciation should also be extended to persons from the Department of Corrections for their assistance. RESOLUTION NUMBER 3244 - CONFIRMING EXISTENCE OF LOCAL EMERGENCY Resolution Number 3244 was presented to Council entitled "A I I I 1-31-83 I RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, CONFIRMING EXISTENCE OF A LOCAL EMERGENCY." By unanimous consent, full reading of Resolution Number 3244 was waived. Risner moved, second by Brownell, to adopt Resolution Number 3244 as presented. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried EXTENSION OF EMERGENCY Laszlo moved, second by Grgas to approve the continuation of the local emergency for a period of fourteen days. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried STRUCTURAL ENGINEERING SERVICES - PIER Risner moved, second by Grgas, to authorize the City Manager to retain the services of a structural engineer to evaluate damages to the municipal pier at a cost not to exceed $15,000. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried Councilmember Risner stated she will be in Washington, D.C. in March and offered to meet with federal legislators on behalf of the City to lobby for any available federal disaster financial assistance. She explained the trip would be at no cost to this City. Brownell moved, second by Laszlo, to authorize Councilmember Risner to speak as a representative of the City as requested. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried Ms. Emily Frazier, 13th Street, stated that members of the community have joined together as a volunteer, non-profit group for the purpose of soliciting funds toward reconstruction of the municipal pier and requested official recognition of their group. Ms. Frazier stated she will be acting as chairwoman, Seal Beach resident/businessman, Mr. Eulberg will serve as Treasurer and that a trust account has been established at the Seal Beach branch Bank of America to receive funds. Grgas moved, second by Risner, to officially recognize the "Save Our Pier" group as the official organization soliciting funds for municipal pier reconstruction. Councilman Brownell stated he had several offers I I 1-31-83 from Leisure World residents to assist in the volunteer effort. AYES: Brownell, Grgas, Laszlo, Risner, Vanderstaay NOES: None Motion carried Mr. Joseph Rullo, President, Surfside Colony Board of Directors, expressed his opinion that the recently constructed revetment wall was the sole reason numerous beachfront homes were not lost to the ocean and that damages were not more extensive. Councilman Grgas requested that the staff investigate placing the municipal pier into a redevelopment area so that tax increment monies may be used to repair and refurbish the pier, and so moved. Councilmember Risner seconded the motion. ORAL COMMUNICATIONS Mayor Vanderstaay declared oral communications open. James Sokoloff, 5th Street, urged that the Council take formal action confirming the City's intent to reconstruct the pier. Risner moved, second by Grgas, that the City Council will take every action available to rebuild the municipal pier. Councilman Brownell recommended that the motion be predicated on the availability of funds to reconstruct. I AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried Tom Blackman, 421 Beryl Cove, urged that reconstruction of the pier be a priority Council goal, noting that the Council has the support of the community. Mr. Rullo, Surfside, inquired about Coastal Commission permits for reconstruction at Surfs ide and to rebuild the pier. The City Manager stated he did not anticipate a problem getting a permit for the pier and that negotiations are proceeding regarding the Surfside emergency permit. Mr. Rullo offered to donate $1,000 to the "Save Our Pier" fund if previous speakers would do likewise. A 13th and 16th Street resident each spoke in support of rebuilding the pier, suggested municipal bonds as a funding possibility and that reconstruction be no longer than two I 1-31-83 years. In response to Mr. Smith, 1405 Seal Way, the Director of Public Works reported that trash bins will be available in the beach parking lots for trash and debris disposal. Mr. Stoskopf, Surfs ide , spoke in support of the temporary revetment and commended those I persons who assisted during the storm. Frank Clinton, 1517 Seal Way, suggested a bond issue or special assessment be considered as a source of funds. Mr. MacDonald, Surfside, suggested that considera- tion be given to construction of an artificial reef to deter the ocean's force and offered to look into this as a solution. The City Manager noted that the City's engineers, Moffatt & Nichol, had looked into an artificial reef and offshore jetties and that it had been determined the construction cost was prohibitive at this time. There were no other oral communications; Mayor Vanderstaay declared oral communications closed.
