The meeting was held 9 in the City Manager's Conference Room and began with the Salute to the Flag. 1 10 11 Roll Call 12 13 Present: Chairperson Voce, Members Barton, Cummings, and Hurley 14 15 Also 16 Present: Department of Development Services 17 Mark Persico, Director of Development Services 18 Jerry Olivera, Senior Planner 19 20 Absent: Member Navarro 21 22 Oral Communications 23 24 None. 25 26 Approval of Agenda 27 28 MOTION by Hurley; SECOND by Barton to approve the Agenda as presented. 29 30 MOTION CARRIED: 4 — 0 —1 31 AYES: Voce, Barton, Cummings, and Hurley 32 NOES: None 33 ABSENT: Navarro 34 35 Consent Calendar 36 37 No items. 38 39 Scheduled Matters 40 41 2. Provide Comments: ARCO Gas Station - Revised Corrective Action Plan (CAP) 42 490 Pacific Coast Highway. 1 These Minutes were transcribed from an audiotape of the meeting. 1 of 4 City of Seal Beach Environmental Quality Control Board Meeting Minutes of June 30, 2010 1 Recommendation: Receive presentation from Staff regarding the document. 2 Provide comments to Staff, the consultant team, and City Council. Receive and 3 file Staff Report. 4 5 Staff Report 6 7 Mr. Persico delivered the staff report. He provided information on this item and noted 8 that the Environmental Quality Control Board (EQCB) is the first group to review this 9 document, and the Bridgeport Technical Advisory Committee (BTAC) will be meeting 10 tonight at 7:30 p.m. to review the document. He stated that the City Council will take 11 formal action on the proposed Corrective Action Plan (CAP) at its meeting of July 12, 12 2010. Norm Dupont, of Richards, Watson & Gershon, then provided an overview of 13 the revised CAP and indicated that the proposal for remediation is not extensive 14 enough and stated that the basic standard should be "What will protect the health of 15 the community from soil vapors ?" He reviewed the remedial options presented by 16 ARCO and encouraged the EQCB to give careful consideration to the alternatives 17 presented. 18 19 Mario lacoboni, a member of the BTAC, stated that the proposed excavation area is 20 not extensive enough and the options presented do not adequately address the 21 problem. 22 23 Glen Barton, also a BTAC member, stated that they are "cautiously optimistic" but 24 further review must be completed before a final decision on the best option for 25 remediation can be made. Mr. Dupont stated that the City's consultant will provide a 26 report to Staff prior to July 12th, and copies can be provided to the BTAC and the 27 EQCB. Mr. Barton noted that the preferred method would be to dig and haul. 28 29 Mr. Dupont suggested recommending excavation of a larger area as the best 30 alternative now, and incorporating another option as supplement action to enhance 31 remediation. He emphasized that the objective should be to end up with a "health - 32 based" standard so that Bridgeport residents do not have to be concerned with this 33 problem in the future. 34 35 A Bridgeport resident stated that he met with representatives of ARCO to discuss use 36 of the excavation process and he also met with the contact at Orange County 37 Environmental Health (OCEH). He believes that OCEH will support BTAC's 38 recommendation for use of the dig and haul remediation process. He stated that if the 39 EQCB supports this recommendation this would also be a great help. 40 41 Board Comments 42 43 Member Barton stated that she favors using dig and haul, but the excavation area 44 must be expanded. Also, the gas station should not be rebuilt until after the project is 45 complete. 46 2 of 4 City of Seal Beach Environmental Quality Control Board Meeting Minutes of June 30, 2010 1 Member Cummings also recommended use of the excavation procedure for 2 remediation. 3 4 Chairperson Voce agreed that the dig and haul method should be recommended, but 5 should not be limited to the extent of the area of contamination. He also 6 recommended ongoing monitoring throughout the complete excavation. 7 8 Member Hurley stated that he would abstain from commenting pending further review 9 of the CAP. 10 11 1.
